Job description

• PCSI is looking for a Facilities Manager to lead a large healthcare facilities maintenance and repair program on a federal service contract with Naval Medical Center Portsmouth.
• As Facilities Manager, you'll lead facilities maintenance and repair operations, overseeing trades teams and subcontractors while reviewing maintenance plans, project proposals, and completed work. You'll manage budgets, serve as a technical advisor on facilities projects, and act as a primary point of contact for the government customer, helping ensure services are delivered safely, efficiently, and in compliance with contract requirements.
• This position reports to a Project Manager, who oversees the full contract operation consisting of both the facilities maintenance and environmental services departments.
• We are looking for a facilities management leader with experience in maintenance operations for healthcare settings and a Certified Health Care Facilities Manager (CHFM) certification. Healthcare setting experience and eligibility to obtain a CHFM certification within 6 months is required.

Responsibilities

• Oversee and participate in the management of comprehensive facilities maintenance and repair program.
• Plan, organize, direct and evaluate the work of subcontractors.
• Develop, coordinate and review contract proposals for base year, option year and IDIQ work.
• Review all site work to verify compliance in accordance with applicable plans, procedures and all governing codes.
• Read and interpret plans, specifications and drawings. Serve as a technical advisor for the Project Manager.
• Inspect projects to evaluate the adequacy of work performed, diagnose problems, and determine corrective actions or repairs.
• Respond to emergency site maintenance as required.
• Assume responsibility for the operation in the absence of the Project Manager.
• Manages and participates in the development and implementation of objectives, policies, and priorities for assigned programs.
• Monitors and evaluates the efficiency and effectiveness of service delivery and recommends appropriate staffing levels.
• Prepares and presents long range plans and forecasts for space, operational, maintenance and equipment and program requirements.
• Research, analyze, and evaluate new service delivery methods and techniques.
• Plans and directs the work plan for assigned staff, assigns work activities, and evaluates work products.
• Selects, supervises, motivates, and evaluates assigned personnel; provides or coordinates staff training;
• Meets with staff to identify and resolve problems, correct deficiencies and implement disciplinary action as needed.
• Responsible for processing departmental time sheets.
• Monitors and approves expenditures.
• Participates in the forecast of the Department’s annual budget, including funds needed for staffing, equipment, materials, and supplies.
• Assists in the preparation, coordination, and control of the capital improvement budget for the facilities program.
• Prepare clear and concise administrative and financial reports.
• Serves as the liaison for the Total Facilities Management and Housekeeping Departments with other departments, and client groups; negotiates and resolves sensitive and controversial issues.
• Serves as staff on a variety of boards, commissions, and committees; prepares and presents staff reports and other communications.
• Communicate clearly and concisely, both orally and in writing.
• Interpret and apply Federal, State, and local policies, laws, regulations, and contract requirements.

Requirements

• High school diploma or GED equivalent.
• Must be certified as a Certified Healthcare Facility Manager (CHFM) through the American Hospital Association, or eligible to obtain certification within 6 months of hire.
• At least ten (10) years’ experience in facilities operations and maintenance related work.
• At least six (6) years’ experience in a supervisory or management role overseeing the operations and maintenance of HVAC, electrical, and plumbing systems.
• At least three (3) years' experience in facilities operations and maintenance in a healthcare setting.
• Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and database applications.
• Experience managing facilities maintenance, repair, and preventive maintenance programs.
• Demonstrated leadership skills with the ability to supervise, motivate, coach, delegate, and hold team members accountable.
• Strong customer service and relationship-building skills, with the ability to interact professionally with employees, customers, and stakeholders.
• Excellent verbal and written communication skills, including the ability to deliver presentations and communicate effectively with diverse audiences.
• Strong analytical, problem-solving, and decision-making abilities.
• Highly organized with strong time management skills and the ability to prioritize competing demands.
• Self-motivated with the ability to work independently and collaboratively as part of a team.

• Ability to tour facilities up to 90%.
• Ability to travel up to 25% locally.
• Ability to respond to after-hour emergency calls.
• Ability to be insured as an authorized driver for the Company.
• Possess a valid driver’s license and maintain good driving record.
• If required, ability to obtain and maintain security clearance and base access to assigned site(s).
• Experience working on a Government contract with an understanding of contract types, correspondence, reports and records.
• Familiarity with Computerized Maintenance Management Systems (CMMS), preferably Maximo.
• Ability to use RS Means for cost estimating.

• Base pay of $115,000-$125,000 depending upon experience.
