• Team Housing Solutions (THS) is seeking an experienced Senior Account Executive –Emergency Management to drive business growth while serving as a trusted advisor before, during, and after disasters. This hybrid position combines strategic business development, account management, emergency management planning, and operational execution. The successful candidate will possess extensive emergency management experience, a proven sales record, and the ability to support customers from preparedness through response and recovery.

Responsibilities

• Strategic Business Development & Market Growth
• Develop and execute a strategic business development plan for federal, state, local, and tribal emergency management markets, with responsibility for building sustainable revenue growth, expanding THS's market presence, and establishing long-term customer relationships across public- and private-sector emergency management markets.
• Build and maintain a robust pipeline of emergency management opportunities across THS service offerings, including temporary and emergency housing, responder and workforce lodging, turnkey base camps, logistics support, life-support services, and related disaster-response solutions.
• Proactively identify emerging opportunities by monitoring disaster preparedness initiatives, government budgets, procurement forecasts, emergency declarations, infrastructure investments, pre-positioned contracts, and other market indicators.
• Identify and prioritize target agencies, jurisdictions, utilities, critical infrastructure organizations, prime contractors, and strategic partners based on revenue potential, mission alignment, competitive positioning, and THS operational capabilities.
• Develop account-specific growth strategies for priority customers, including relationship maps, opportunity pipelines, incumbent and competitor intelligence, procurement pathways, customer pain points, and specific actions required to position THS for future awards.
• Maintain responsibility for the complete sales lifecycle, including prospecting, customer engagement, opportunity qualification, solution development, capture, proposal support, negotiation, award, account expansion, and post-mission follow-up.
• Establish measurable sales objectives, pipeline targets, capture milestones, and account-growth goals and provide regular reporting to executive leadership regarding opportunities, risks, customer activity, market intelligence, and forecasted revenue.
• Pursue both immediate response opportunities and long-term contracting vehicles that position THS to respond rapidly when disasters or emergency events occur.
• Identify opportunities to expand existing customer relationships into additional THS services, geographies, programs, contracts, and mission requirements.
• Customer Relationships & Emergency Management Advisory
• Build and maintain executive relationships with FEMA, state emergency management agencies, local emergency managers, public safety organizations, utilities, and critical infrastructure owners, as well as other government agencies, healthcare organizations, government contractors, and organizations responsible for disaster preparedness and response.
• Serve as a knowledgeable emergency management resource and trusted advisor to customers, helping them evaluate potential lodging, base camp, logistics, workforce support, and life-support requirements before an emergency occurs.
• Identify, qualify, capture, and grow opportunities for temporary housing, base camps, workforce lodging, logistics, and life-support services, while developing a clear understanding of the customer's mission, operational requirements, procurement process, funding environment, decision-makers, and anticipated response needs.
• Support customers in preparedness planning, continuity planning, and disaster response strategies, providing practical insight regarding emergency lodging, workforce accommodations, responder support, mobilization considerations, site requirements, scalability, resource availability, and potential operational constraints.
• Engage customers throughout the full emergency management lifecycle: preparedness, response, recovery, and mitigation rather than limiting engagement to the immediate sales or procurement process.
• Develop a thorough understanding of each strategic customer's emergency plans, organizational structure, activation protocols, procurement processes, decision-making authorities, likely disaster scenarios, resource gaps, and operational requirements.
• Participate in planning meetings, tabletop exercises, and preparedness workshops, as well as after-action discussions, industry working groups, and other preparedness activities that strengthen THS's understanding of customer requirements and readiness needs.
• Maintain regular customer engagement outside of active disaster periods to ensure THS remains a trusted and recognized resource when an emergency occurs.
• Translate customer requirements and emergency management terminology into actionable commercial and operational requirements for internal THS teams.
• Provide timely market and customer intelligence to THS leadership regarding evolving emergency management requirements, procurement trends, funding priorities, regulatory developments, competitor activity, and unmet customer needs.
• Disaster Response, Activation & Mission Execution
• Deploy, when required, to Emergency Operations Centers (EOCs), Joint Field Offices (JFOs), Incident Command Posts (ICPs), or disaster sites to coordinate with customers and THS operations. maintaining the ability and willingness to respond on short notice during emergency activations, disaster response missions, and other critical events.
• Deploy as appropriate to staging areas, customer command centers, or other operational locations necessary to provide direct customer support and facilitate successful mission execution.
• Serve as the primary liaison between customers and THS during emergency activations and mission execution, ensuring customer requirements, changing priorities, operational concerns, and mission objectives are clearly communicated, understood, and addressed.
• Work alongside THS operational leadership during mobilization and execution, remaining actively involved after an opportunity transitions from sales to operations rather than disengaging at contract award.
• Support the rapid development and refinement of solutions based on evolving disaster conditions, including changes in population, location, mission duration, workforce size, lodging requirements, infrastructure availability, transportation needs, and other operational considerations.
• Coordinate with operations and logistics teams to validate that proposed solutions are operationally executable, scalable, appropriately resourced, and aligned with customer expectations.
• Facilitate rapid problem-solving when customer requirements change or operational challenges emerge, coordinating the appropriate THS resources to develop solutions while maintaining clear communication with the customer.
• Participate in customer briefings, operational coordination meetings, situation updates, and other response-related meetings as required.
• Maintain strong situational awareness throughout active missions and communicate relevant changes, risks, opportunities, and customer concerns to THS leadership.
• Support transition and demobilization planning to ensure customers receive continued service through the recovery phase and that THS maintains the relationship following completion of the immediate mission.
• Capture Management, Proposals & Contracting Strategy
• Develop capture strategies, teaming arrangements, and proposal support for competitive procurements, including opportunity-specific plans addressing customer requirements, key decision-makers, competitive landscape, differentiators, pricing considerations, potential partners, contract vehicles, win themes, and pre-solicitation actions
• Lead or support capture activities for strategic emergency management opportunities and develop clear strategies for positioning THS to win competitive procurements, task orders, and pre-positioned emergency response contracts.
• Identify and cultivate strategic teaming relationships with prime contractors, subcontractors, emergency management firms, logistics providers, infrastructure partners, and other organizations that expand THS's capabilities or access to priority markets.
• Coordinate with Contracts, Legal, Finance, Operations, and executive leadership to evaluate solicitations and determine bid/no-bid recommendations based on strategic fit, financial potential, operational feasibility, contractual risk, and probability of win.
• Support proposal development by contributing customer intelligence, operational concepts, win themes, technical approaches, past-performance narratives, competitive differentiation, and other content necessary to produce compelling proposals.
• Participate in pricing and solution-development discussions to ensure proposed approaches are competitive while remaining operationally achievable and financially responsible.
• Maintain awareness of relevant contracting mechanisms, cooperative purchasing agreements, IDIQs, BPAs, state and local contracting vehicles, emergency procurement authorities, and other pathways through which customers may procure THS services.
• Support post-award transition activities to ensure commitments made during the capture and proposal process are effectively communicated to the teams responsible for execution.
• Cross-Functional Coordination & Operational Readiness
• Coordinate internally with operations, logistics, finance, contracts, and executive leadership to ensure successful execution, while also collaborating with Legal, Supply Chain, Safety & Compliance, Marketing, and other internal stakeholders as necessary throughout the business development and mission lifecycle.
• Serve as the bridge between the external customer and THS's internal teams, ensuring customer expectations are understood throughout the organization and that internal capabilities are accurately represented to customers.
• Engage operational leaders early in the opportunity-development process to ensure staffing, equipment, site, logistics, subcontractor, transportation, and mobilization requirements are appropriately considered before commitments are made to customers.
• Facilitate internal opportunity and readiness reviews for significant emergency management pursuits, clearly communicating scope, customer expectations, timelines, potential constraints, and anticipated resource requirements.
• Assist in developing scalable and repeatable emergency response solutions that allow THS to mobilize quickly across multiple disaster scenarios and geographic regions.
• Participate in internal preparedness activities, exercises, lessons-learned reviews, and after-action discussions to continuously strengthen THS's emergency response capabilities.
• Capture customer feedback and operational lessons following activations and work with internal stakeholders to identify improvements to future solutions, processes, pricing, contracts, and service delivery.
• Maintain accountability for the customer relationship throughout execution, helping ensure that operational performance supports future contract renewals, referrals, recompetes, and expanded business opportunities.
• Industry Presence & THS Representation
• Represent THS at conferences, trade shows, and emergency management association events, professionally communicating THS's capabilities and strengthening the organization's visibility and credibility within the emergency management community.
• Develop an active presence within relevant emergency management associations and professional networks.
• Build relationships with emergency management professionals, government officials, public safety leaders, utility representatives, critical infrastructure organizations, industry partners, and other stakeholders who may influence future opportunities.
• Identify appropriate conferences, sponsorships, speaking opportunities, panels, exercises, and industry events that support THS's emergency management growth strategy.
• Partner with Marketing and executive leadership to develop emergency management-focused messaging, thought leadership, customer presentations, case studies, capability materials, and other business development resources.
• Serve as a knowledgeable and credible representative of THS's capabilities, clearly communicating the organization's ability to rapidly develop and execute flexible lodging, base camp, logistics, and life-support solutions in complex and time-sensitive environments.
• Maintain current knowledge of emergency management trends, major disaster events, FEMA programs, evolving customer requirements, industry competitors, emerging technologies, and changes within the disaster-response marketplace.
• Account Ownership, Performance & Continuous Growth
• Maintain comprehensive ownership of assigned emergency management accounts, including customer relationships, opportunity pipeline, forecast accuracy, account strategy, revenue performance, and long-term growth.
• Maintain accurate and timely CRM records documenting customer interactions, opportunities, next steps, anticipated procurement timelines, competitive intelligence, and forecasted revenue.
• Establish and track account-level objectives and key performance indicators related to pipeline development, revenue growth, customer engagement, opportunity conversion, recompetes, and strategic account penetration.
• Conduct regular account reviews with leadership to evaluate progress, identify obstacles, determine resource requirements, and adjust strategies based on market conditions.
• Conduct post-mission customer engagement and after-action follow-up to evaluate THS performance, identify lessons learned, resolve outstanding concerns, and position the organization for future missions.
• Leverage successful mission execution to deepen customer relationships, generate referrals, develop past performance, and identify additional opportunities across the customer's organization or broader emergency management network.
• Perform other duties as assigned in support of THS's emergency management strategy, business growth, customer commitments, and disaster-response mission.

Requirements

• Bachelor's degree in Emergency Management, Homeland Security, Business, Public Administration, or related field.
• 10+ years of emergency management or disaster response experience.
• 5+ years of business development, account management, or government sales experience.
• Experience working in Emergency Operations Centers (EOCs).
• Established network of emergency management contacts at the federal, state, and local levels.
• Knowledge of NIMS and ICS principles.
• Experience with FEMA and state emergency management operations.
• Strong understanding of federal and state procurement processes, including BPAs, IDIQs, task orders, emergency contracting authorities, and cooperative purchasing vehicles.
• Excellent communication, presentation, negotiation, and relationship management skills.
• Ability to travel extensively and deploy on short notice up to 75%.
• Certified Emergency Manager (CEM).
• ICS-300 and ICS-400 certifications.
• Experience supporting FEMA, emergency response contractors, or public utilities.
• Experience with temporary facilities, base camps, housing, logistics, or disaster life-support operations.
