• The IICAPS Program Manager provides clinical, administrative, and operational leadership for the Intensive In-Home Child and Adolescent Psychiatric Services (IICAPS) program serving children and adolescents ages 8 through 17 and their families. The Program Manager directs day-to-day program operations and ensures that services are delivered safely, effectively, and in accordance with CBCCC requirements, payer and regulatory standards, and the IICAPS model.
• This position supervises and develops multidisciplinary IICAPS staff, supports high-quality family-centered clinical practice, and oversees model fidelity, caseloads, productivity, documentation, billing readiness, crisis response, staff training, quality improvement, and program outcomes. The Program Manager promotes a reflective, collaborative team culture and helps staff engage families with complex clinical, relational, and systems needs in home, school, healthcare, and community settings

Responsibilities

• Provide clinical, administrative, and operational leadership for the IICAPS program and ensure alignment with agency priorities, contractual obligations, payer requirements, applicable laws and regulations, and IICAPS model standards.
• Supervise, mentor, coach, and evaluate IICAPS Clinicians, Mental Health Support Staff, and other assigned team members through scheduled individual supervision, team supervision, case consultation, field support, and professional development.
• Lead or facilitate weekly IICAPS rounds, case reviews, and other required clinical and program meetings; promote reflective practice, shared formulation, sound clinical judgment, and coordinated team decision-making.
• Support staff in developing strong therapeutic alliances with children, adolescents, and caregivers who may be reluctant to participate in services, and coach staff in addressing missed appointments, engagement barriers, and treatment-interfering patterns.
• Ensure clinical practice reflects a family-systems perspective and incorporates child development, trauma, attachment, mentalizing, cultural humility, family strengths, and the interaction of the child, family, school, and community systems.
• Provide clinical consultation and oversight for complex and high-acuity cases, including suicide and violence risk assessment, crisis response, de-escalation, safety planning, mandated reporting, hospitalization decisions, and transitions to appropriate levels of care.
• Oversee program-specific screenings, comprehensive clinical assessments, DSM diagnoses, clinical formulations, individualized treatment plans, crisis and safety plans, discharge plans, and care coordination activities.
• Ensure services are delivered in clients’ homes, schools, hospitals, and other community settings consistent with family needs, program expectations, staff safety practices, and professional boundaries.
• Monitor program staffing, assignments, schedules, caseload distribution, service intensity, family contact, utilization, direct-service productivity, coverage, and after-hours or on-call responsibilities to support timely and responsive care.
• Monitor the timeliness, accuracy, quality, and clinical appropriateness of documentation in the CBCCC Electronic Health Record and Yale IICAPS EHR, including assessments, formulations, treatment and crisis plans, progress notes, service entries, and discharge documentation.
• Conduct regular chart reviews and audits and address documentation gaps, coding or authorization concerns, service discrepancies, medical-necessity issues, and other barriers to compliant billing and reimbursement.
• Review clinical, operational, productivity, utilization, billing, outcome, and fidelity data; identify trends and barriers; and implement coaching, corrective action, training, and quality-improvement plans as needed.
• Ensure staff complete required IICAPS orientation, training, consultation, certification, and ongoing model-development activities and apply learning consistently in clinical practice.
• Recruit, interview, select, onboard, retain, and develop qualified program staff in collaboration with Human Resources and organizational leadership.
• Establish clear performance expectations, provide timely feedback, recognize strengths, address performance or conduct concerns, and complete performance-management activities in accordance with agency policy and any applicable collective bargaining agreement.
• Collaborate with families, schools, healthcare providers, hospitals, child welfare agencies, courts, behavioral health providers, referral sources, and other community partners to coordinate care and strengthen program relationships.
• Maintain knowledge of internal and external levels of care, referral pathways, community resources, and systems affecting children and families; support timely referrals and effective transitions.
• Promote culturally responsive, trauma-informed, strength-based, solution-focused, and family-centered care and foster an equitable and inclusive environment for clients, families, staff, and partners.
• Maintain confidentiality, professional boundaries, and ethical standards and ensure compliance with HIPAA, agency policies, accreditation standards, payer requirements, and state and federal regulations.
• Participate in required agency, department, IICAPS network, leadership, clinical, quality, and community meetings and trainings.
• Provide direct clinical services, coverage, or field-based consultation when necessary to support program needs and continuity of care.
• Perform other clinical, supervisory, administrative, quality-improvement, and program-management responsibilities as assigned.

• Qualifications
• Master’s degree from an accredited institution in social work, counseling, marriage and family therapy, psychology, or a closely related mental health discipline required. Doctoral degree in psychology may also qualify
• Minimum of five years of post-licensure clinical experience providing behavioral health services to children, adolescents, and families; experience with high-acuity or serious emotional and behavioral needs required.
• Experience providing or supervising intensive home-based, community-based, crisis, outpatient, or comparable family-focused services strongly preferred.
• Experience providing clinical supervision, case consultation, coaching, and professional development to clinicians and multidisciplinary behavioral health staff required.
• Demonstrated skill in family engagement, family-systems formulation, caregiver work, crisis intervention, suicide-risk assessment, safety planning, and coordination across child-serving systems.
• Experience overseeing program operations, staffing, caseloads, scheduling, productivity, documentation, quality, performance, and service-delivery expectations.
• Experience monitoring clinical documentation, authorizations, medical necessity, billing readiness, and regulatory or payer compliance in a behavioral health setting.
• Experience using clinical and operational data to guide supervision, quality improvement, program performance, and client outcomes.
• Experience working effectively with children and families from diverse cultural, linguistic, socioeconomic, and community backgrounds.
• Prior IICAPS experience, training, or supervisory experience strongly preferred.
• Current, unrestricted Connecticut independent clinical license required, such as Licensed Clinical Social Worker (LCSW), Licensed Professional Counselor (LPC), Licensed Marriage and Family Therapist (LMFT), or Licensed Psychologist (PhD or PsyD).
• Licensure must remain active and in good standing throughout employment.
• Must complete and maintain all IICAPS training, consultation, certification, and fidelity requirements applicable to the position.
• Valid Connecticut driver’s license, reliable transportation, and ability to meet agency driving requirements.
• CPR and First Aid certification as required by the agency or program.
• Advanced clinical assessment, diagnostic formulation, treatment planning, crisis intervention, safety planning, and family-systems practice.
• Ability to provide reflective individual and team supervision and to help staff examine assumptions, emotional responses, clinical impasses, and competing perspectives.
