• LOCATION:
• River Parishes Community College – Gonzales Campus

• Appointed by the Chancellor of the College upon recommendation of the Vice Chancellor of Finance and Administration and Director of Human Resources
• Directly responsible to the Human Resources Manager
• The Human Resources Analyst provides comprehensive coordination and administrative support across key Human Resources functions, with primary responsibilities in benefits and retirement administration, recruitment and hiring, records management, professional development coordination, and general HR operations. The position ensures HR transactions, employee records, benefit and retirement processes, recruitment activities, and professional development requirements are completed accurately, timely, and in accordance with institutional policies and applicable requirements. The HR Analyst serves as a resource to employees and hiring managers, maintains confidential information, supports departmental initiatives, and works collaboratively with Human Resources leadership to promote efficient and compliant HR operations. This position has no supervisory responsibilities.

Responsibilities

• Benefits Administration and Compliance
• Coordinate and process employee benefit enrollments for newly eligible employees and ensure required elections and documentation are completed within established deadlines.
• Process qualifying life event changes, benefit terminations, dependent changes, and other approved benefit transactions.
• Process and monitor enrollments and changes for the Office of Group Benefits (OGB) and applicable supplemental benefit programs.
• Assist employees with benefit-related questions, enrollment procedures, required documentation, and available resources.
• Coordinate and support annual Open Enrollment activities, communications, employee elections, and follow-up.
• Generate, review, and reconcile benefit monitoring reports and assist with resolving enrollment, deduction, eligibility, or coverage discrepancies.
• Complete required benefit certifications and compliance-related documentation accurately and timely.
• Maintain complete and confidential benefit records and supporting documentation.
• Coordinate with payroll, benefit vendors, employees, and Human Resources leadership to resolve benefit-related issues and ensure accurate deductions and coverage.
• Retirement Administration
• Process retirement enrollments, changes, terminations, and related transactions and ensure accurate reporting to applicable retirement systems.
• Coordinate Teachers’ Retirement System of Louisiana (TRSL) transactions, including addressing fund rejections, questionable years, and contribution discrepancies.
• Generate and review TRSL contribution and exception reports and assist with resolving identified issues.
• Process supplemental retirement plan enrollments and changes as applicable.
• Assist employees with retirement-related questions and coordinate meetings or communications regarding retirement options and processes.
• Coordinate Deferred Retirement Option Plan (DROP) beginning and ending processes and maintain supporting documentation.
• Maintain accurate and confidential retirement records and ensure required documentation is retained.
• Recruitment and Hiring Process
• Coordinate recruitment and hiring activities from receipt of an approved request to fill through completion of the hiring process.
• Prepare and post approved job vacancies on designated recruitment platforms and other approved advertising sources.
• Maintain recruitment records and track job postings, applicant activity, referrals, interviews, selections, and required approvals.
• Coordinate with hiring managers and Human Resources leadership regarding recruitment timelines, candidate processing, and hiring requirements.
• Process approved requests to hire and prepare employment-related correspondence and documentation, including offer letters and appointment paperwork.
• Coordinate pre-employment requirements and follow up on outstanding hiring documentation.
• Enter and maintain approved appointment and employee information in applicable HR information systems.
• Support a consistent, timely, and compliant recruitment and hiring process in accordance with College procedures.
• Record Management
• Maintain and audit employee personnel, benefits, retirement, recruitment, and other HR records in physical and electronic formats.
• Ensure records are accurate, complete, appropriately organized, and maintained in accordance with institutional, state, federal, and record-retention requirements.
• Identify missing, incomplete, or outdated documentation and coordinate with employees and supervisors to obtain required records.
• Ensure confidentiality, security, and appropriate access to employee and applicant information.
• Maintain HR filing systems to support efficient retrieval, auditing, and retention of records.
• Assist with periodic audits of personnel files and HR documentation and correct or escalate identified discrepancies.
• General Administrative Support
• Provide administrative support for Human Resources operations, meetings, projects, and departmental initiatives.
• Prepare requisitions, correspondence, reports, spreadsheets, forms, presentations, and other HR documentation as assigned.
• Monitor deadlines and follow up with appropriate parties to support timely completion of HR administrative processes.
• General Human Resources Support
• Serve as a resource to employees and supervisors by responding to routine HR inquiries and directing matters to the appropriate HR team member when necessary.
• Provide professional, timely, and customer-focused service to employees, applicants, supervisors, and external contacts.
• Assist with employee changes, HR system updates, reporting, audits, compliance activities, and special projects as assigned.
• Support HR initiatives designed to improve employee engagement, organizational effectiveness, and departmental service delivery.
• Maintain HR e-mail box and respond to inquiries timely and efficiently.
• Maintain knowledge of applicable College policies, procedures, and HR processes and identify matters requiring management review or escalation.
• Cross-train in other HR functions to provide departmental coverage and operational continuity as needed.
• Professional Development Coordination
• Coordinate the institution’s annual employee performance evaluation process, including establishing timelines, communicating requirements, tracking completion, and maintaining official evaluation records.
• Assist with the development, implementation, and tracking of Professional Growth Plans and other employee development initiatives.
• Provide administrative support for employee recognition and service recognition activities.
• Maintain records of professional development participation and completion.
• Monitor annual mandatory training requirements, communicate outstanding requirements to employees and supervisors, and maintain completion records.
• Generate reports regarding training compliance, evaluation completion, and professional development participation.
• Perform other duties as assigned in support of the Human Resources department and the operational needs of the College.

Requirements

• Associate’s degree in Human Resources, Business Administration, or a related field required.
• Four (4) years of experience may substitute for Bachelor’s degree.
• Knowledge of human resources administrative processes, benefits and retirement administration, recruitment, and records management practices.
• Ability to maintain confidentiality and handle sensitive employee and applicant information with discretion.
• Strong organizational skills with the ability to manage multiple priorities, processes, and deadlines.
• Strong attention to detail, accuracy, and follow-through.
• Proficiency in Microsoft Office Suite and the ability to effectively use HR information systems, databases, benefit systems, and recruitment platforms.
• Strong written and verbal communication and customer-service skills.
• Ability to work collaboratively and professionally with employees, applicants, supervisors, vendors, and individuals at all levels of the organization.
• Ability to interpret and apply policies, procedures, and established administrative requirements.
• Experience with TRSL, OGB, Banner, or similar public-sector HR systems is preferred.
• Minimum of two (2) years of experience in benefits administration, retirement processing, or related human resources function preferred.
• Experience supporting recruitment and hiring, employee records management, professional development coordination, or other general human resources functions preferred.
• Experience working in human resources within higher education or a public-sector environment.
• Experience coordinating professional development, employee evaluations, training compliance, or employee engagement activities.
• Experience maintaining personnel records and compliance documentation.
