• Program Analyst 1 - Victim Advocate Coordinator (Bilingual English/Spanish Required)
• Salem – CENTRAL OFFICE / EQUITABLE BUILDING
• The Oregon Youth Authority (OYA) is seeking a bilingual (English/Spanish) Victim Advocate Coordinator to join the Victim Engagement Program within our Community Services Division. In this role, you will provide trauma-informed, culturally responsive advocacy to victims and survivors of crimes committed by youth in OYA’s care and custody, with a focus on ensuring meaningful access for those who primarily speak Spanish. You will help victims understand and exercise their rights, navigate the juvenile justice system, connect with community-based services, and take part in restorative services that support healing.
• Your work will shape how victims experience OYA, from the time a youth’s case transitions to our care through the youth’s return to the community. Responsibilities

• Provide trauma-informed advocacy to crime victims and survivors: explain victims’ rights, the juvenile justice process, and OYA programming, and assist with victim impact statements.
• Deliver culturally responsive services with an emphasis on access for monolingual Spanish-speaking victims and survivors.
• Build and maintain a referral network of culturally specific and culturally responsive victim service providers and community organizations.
• Coordinate with county juvenile department and district attorney victim advocates, Juvenile Parole/Probation Officers, and treatment teams to share victim input and safety concerns and support seamless case transitions.
• Support restorative services, including the victim-offender dialog program and the Responsibility Letter Bank Program.

Requirements

• A Bachelor's Degree in Business or Public Administration, Behavioral or Social Sciences, or a degree related to the agency program that demonstrates the capacity for the knowledge and skills; OR
• Any combination of experience or education equivalent to three years technical-level experience that typically supports the knowledge and skill requirements listed for the classification.
• Note: The education and/or experience used to meet the minimum qualifications must include providing direct services, advocacy, case management, or support to individuals or families in a victim services, human services, social services, community-based, or justice-related setting.
• This position requires fluency in reading, writing, and speaking both English and Spanish. Candidates will be tested in all three areas.
• Deep understanding of the Latine community, including the history of oppression and discrimination, and desire to help strengthen resource access

• Experience providing direct advocacy or support to crime victims and survivors in a system-based or community-based program, including helping victims understand and exercise their rights and using a trauma-informed approach to crisis response and safety planning.
• Knowledge of, and experience working within or alongside, the criminal and/or juvenile justice system, such as courts, prosecution, juvenile departments, probation or parole, corrections, or victim-serving programs.
• Experience building collaborative relationships with internal teams, agency staff, and community partners — including culturally specific organizations — to expand resources, access, and services for crime victims, survivors, and youth.
• Experience supporting or facilitating restorative practices in system based or community based settings.
• Experience designing or delivering training, presentations, or community education.
• Self-directed and highly motivated, with the ability to manage multiple competing priorities with attention to detail and meet deadlines. (will be assessed with additional assessments and/or at the time of interview)
