Job description

• Join the founding team of the Truveta India Development Center and play a pivotal role in shaping its future. As one of the early employees, you will help build and scale a high-impact organization while contributing to the products and platforms that advance healthcare through data and AI. This is an unusual chance to influence both the technical direction and the culture of a growing global engineering hub.
• You will be the program owner for the Data Platform work carried out in India. That means the data-source onboarding, the processing and quality programs, the governance and access work, and the release and adoption of what the team builds. It is a single, senior, hands-off-the-keyboard role with real accountability and no direct reports.
• We are looking for a Senior Technical Program Manager to lead complex, cross-functional programs across data acquisition, data processing, data quality, governance, platform delivery, and data-product adoption. You will work closely with engineering, data engineering, product, data science, operations, security, compliance, and business stakeholders to convert ambiguous data challenges into clear programs, measurable outcomes, and reliable production capabilities.
• You will have built systems and we expect you to read an architecture diagram without help, to follow a design review closely enough to ask the question everyone else missed, and to know from experience which risks are worth a week of the team's time and which are not. You will not have formal authority over the teams you depend on, so the job is done through clarity, technical credibility, and follow-through.

Responsibilities

• Own programs from problem definition and planning through delivery, adoption, and post-launch measurement.
• Build and maintain roadmaps, milestones, dependency maps, risk registers, decision logs, and the delivery mechanisms that keep them useful.
• Partner with engineering and data teams on architecture, technical constraints, sequencing, and delivery risk, at a depth that lets you challenge the plan rather than only record it.
• Coordinate data-source onboarding, ingestion, transformation, normalization, enrichment, and validation programs.
• Drive resolution of data-quality issues, operational defects, and recurring pipeline failures, including the root-cause work that stops them recurring.
• Coordinate data governance, access control, privacy, security, metadata, lineage, and compliance initiatives.
• Identify cross-team blockers and drive them to resolution without relying on formal authority.
• Facilitate technical reviews and ensure major decisions, trade-offs, assumptions, and risks are written down where people will find them.
• Coordinate launch readiness, release management, operational support, and post-launch reviews.
• Prepare clear written updates and recommendations for engineering and business leadership across India and Seattle.
• Improve program management practice, reporting automation, delivery predictability, and operational maturity at the site.

Requirements

• The experience requirement is 11+ years in total, composed of 7+ years in a hands-on individual-contributor technical role and 4+ years in a technical program or project management role. The two are counted separately and added; a year spent doing both is counted once.
• At least 11 years of professional experience in total.
• At least 7 years in a hands-on individual-contributor in technical roles such as software engineering, quality assurance, data engineering, analytics engineering, systems engineering, or platform engineering.
• At least 4 years in a technical program management or technical project management role, owning delivery across engineering teams.
• Experience delivering programs involving data platforms, data pipelines, data governance, analytics infrastructure, or distributed systems.
• Working knowledge of data ingestion, ETL and ELT, batch and streaming pipelines, APIs, databases, cloud platforms, and data quality.
• Ability to read architecture diagrams and hold a substantive conversation with engineers about designs, trade-offs, dependencies, and operational risk.
• Experience managing dependencies across multiple teams, driving requirements, delivery plans, risk management, release readiness, and adoption.
• Strong written communication, including executive status reporting and written recommendations that carry out a decision.
• Ability to operate in ambiguity and influencing teams.
• Familiarity with Agile development, release processes, incident management, and production operations.
• Bachelor's degree in computer science, engineering, information systems, mathematics, or equivalent practical experience.
• SQL or equivalent data-querying ability used in practice rather than in principle.
• Hands-on background with Kafka, Spark, Flink, Airflow, dbt, Snowflake, BigQuery, Redshift, Databricks, AWS Glue, or comparable platforms.
• Experience with data governance, metadata, data lineage, access control, privacy, security, or compliance programs.
• Experience with external data suppliers, healthcare data, financial data, or other regulated datasets.
• Experience operating data platforms against measurable uptime, freshness, accuracy, completeness, latency, and cost targets.
• Experience managing distributed programs across India and the United States.
• Experience standing up program management practice at a new site or in a new platform area.
• Familiarity with Jira, Confluence, Aha, Linear, Asana, Smartsheet, or equivalent tools.
