Responsibilities

• Play a key role in shaping procurement outcomes across a diverse regional network of partner banks, influencing commercial strategy and governance at the highest levels.
• Work closely with senior stakeholders from Head Office, global, regional, and local organisations to align sourcing activity and drive strategic initiatives.
• Lead high-impact projects that optimise costs, reduce risks, consolidate suppliers, and improve contractual terms while supporting knowledge sharing and capability development across the region.
• As Vice President, Procurement Business Partner based in Singapore, you will be responsible for leading the regional approach to procurement for affiliate institutions operating under their own local management.
• Your day-to-day activities will involve building strong connections with partner bank executives and procurement teams to understand their unique business needs. You will coordinate closely with various internal stakeholders—including Head Office teams and IT leaders—to align sourcing activities with broader commercial strategies.
• By providing strategic sourcing support across technology and other relevant spend categories, you will help drive cost optimisation while ensuring compliance with local regulations. Your expertise will be crucial in identifying opportunities for demand aggregation and extending commercial arrangements across the network.
• You will oversee complex procurement projects from inception through implementation by maintaining clear communication channels among all involved parties. Advising on policy matters while respecting local requirements is essential for success in this role.
• Additionally, you will play a vital part in supplier relationship management by resolving issues promptly and escalating risks as needed. Through mentoring colleagues and contributing to knowledge sharing initiatives within the region’s procurement community, you will help build a culture of continuous improvement.
• Establish priorities for partner bank procurement by developing engagement plans and practical governance frameworks aligned with organisational objectives.
• Build trusted relationships with leadership teams and procurement professionals within partner banks to understand business needs, identify opportunities, and positively influence procurement decisions.
• Coordinate closely with Head Office, Global Procurement, Regional Procurement, IT stakeholders, and other control functions to ensure alignment of sourcing activities and commercial strategies.
• Provide strategic sourcing support across technology and other spend categories by managing market engagement processes including tendering, negotiation, contracting, and supplier selection.
• Identify opportunities to aggregate demand across partner banks in order to leverage scale and extend regional or global commercial arrangements where appropriate.
• Drive measurable value through cost optimisation initiatives, risk reduction strategies, supplier consolidation efforts, improved contractual terms, and enhanced process efficiency.
• Oversee complex procurement initiatives from planning through award and implementation by ensuring clear ownership of milestones, stakeholder alignment, and timely escalation of issues.
• Advise partner banks on procurement policy, controls, and best practices while recognising local legal, regulatory, operational, and governance requirements.
• Influence stakeholders across separate legal entities and management structures without relying on direct authority by fostering collaborative relationships.
• Support supplier performance management including resolution of commercial or contractual issues as well as escalation of material risks when necessary.

Requirements

• The ideal candidate for Vice President, Procurement Business Partner brings extensive experience in senior-level procurement roles within large-scale organisations—preferably those operating internationally or within regulated sectors such as banking or financial services.
• Your academic background should include supply chain management or related disciplines complemented by advanced qualifications where possible. You possess deep expertise in strategic sourcing processes ranging from market engagement through contract negotiation and supplier management.
• Your interpersonal skills enable you to build consensus among diverse stakeholder groups even when formal authority is limited. Commercial acumen allows you to evaluate cost structures critically while balancing risk mitigation against value creation objectives.
• Experience navigating technology procurement challenges is particularly valuable given the sector’s evolving landscape. You demonstrate exceptional communication abilities—both written and verbal—enabling effective facilitation of executive discussions as well as clear reporting on project progress.
• Analytical thinking paired with meticulous attention ensures robust decision-making throughout complex initiatives. A collaborative mindset supports your ability to work across cultures while maintaining accountability for outcomes that benefit both group-wide interests and local requirements.
• Minimum 10 years of relevant experience in procurement roles with substantial exposure to senior leadership responsibilities at regional or international levels.
• Demonstrated experience in leading strategic sourcing activities including contract negotiation, supplier management, and governance within complex organisations.
• Proven experience in influencing senior stakeholders across different legal entities, countries, cultures, and reporting structures through collaborative approaches.
• Bachelor’s degree in Supply Chain Management, Business Administration, Finance, Technology or a related discipline is required; a master’s degree or professional qualification such as CIPS is advantageous.
• Strong commercial acumen enabling assessment of cost structures, value propositions, risk profiles, contractual positions—and translating analysis into actionable recommendations.
• Experience in technology procurement or within financial services/banking/regulatory environments is highly preferred due to sector-specific challenges.
• Ability to balance group-wide objectives with local business needs while adhering to regulatory requirements specific to each jurisdiction.
• Excellent communication skills encompassing negotiation techniques as well as facilitation abilities for executive presentations.
