• The Director, Tolling Strategy & Analytics will lead and oversee toll policy analysis, strategic research, modeling, evaluation, and performance monitoring in support of Triborough Bridge and Tunnel Authority's (TBTA) tolling programs, initiatives, investments, and operational priorities.
• The Director will provide strategic and analytical leadership for both Open Road Tolling (ORT) and the Congestion Relief Zone (CRZ), helping ensure that TBTA has the information, analysis, and tools needed to evaluate tolling strategies, monitor performance, assess proposed changes, and support informed management decisions.
• The Director will report to the Senior Director, Toll Strategy & Analysis and will work closely with the Vice President, Tolling Strategy; Senior Vice President, Tolling Management; TBTA operational and technical teams; MTA headquarters functions; and staff and consultants supporting Toll Strategy & Analytics.
• The Director will lead the development and use of demand models, revenue forecasts, performance measures, economic and environmental analyses, geospatial analysis, research, and other analytical methods.
• The Director will oversee staff, consultants, and technical partners performing this work and ensure that projects are well scoped, sound, coordinated across disciplines, and aligned with TBTA's strategic and operational needs.
• For TBTA's ORT facilities, the Director will oversee analysis of toll structures, traffic and travel conditions, revenue, customer impacts, facility performance, and other factors that inform toll strategy. This will include monitoring tolling performance, evaluating potential changes to toll structures and strategies, benchmarking tolling practices and transportation trends, and assessing the financial, operational, transportation, environmental, and customer impacts of proposed policies and initiatives. For the CRZ, the Director will oversee the analytical framework used to monitor and evaluate the effects of congestion pricing, including work required to meet statutory and federal program commitments.
• The Director will oversee required CRZ evaluation reports, statutory reporting, and related analytical materials. These reporting activities support the broader policy analysis, program evaluation, and performance-monitoring responsibilities of the position. Across ORT and CRZ, the Director will translate complex analytical findings into clear recommendations for senior management. The Director will identify emerging trends and issues, assess their significance, and direct analysis to understand their causes and potential implications for TBTA's tolling strategy and operations. The Director will ensure that data, modeling, research, evaluation, and performance monitoring are coordinated and effectively used to support toll strategies and decision-making.
• The Director will also serve as a senior analytical and strategic liaison with MTA, TBTA, NYC DOT, NYSDOT, federal and regional transportation agencies, elected officials, and other stakeholders. The Director will communicate complex analytical and modeling results clearly and translate them into strategic, financial, transportation, environmental, operational, and customer implications for senior management and other decision-makers.

Responsibilities

• Toll Policy, Strategy & Evaluation
• Lead analysis and evaluation of toll structures, pricing strategies, customer programs, investments, and initiatives across TBTA's ORT facilities and the CRZ.
• Develop and manage the Toll Strategy & Analytics research and analytical agenda, setting priorities based on business needs, decision timelines, regulatory requirements, and available resources.
• Lead research, benchmarking, and analysis of tolling practices, transportation trends, and relevant economic, demographic, environmental, and industry developments.
• Develop and evaluate tolling options and assess their financial, operational, transportation, environmental, and customer impacts.
• Identify emerging issues and opportunities and direct analysis to assess their potential implications for TBTA's tolling strategy and operations.
• Present findings and recommendations to senior management through presentations, reports, memoranda, and other decision-support materials.
• Modeling, Forecasting & Analytical Oversight
• Lead and oversee the use of demand modeling, revenue forecasting, scenario analysis, and other analytical work supporting tolling strategy and decision-making.
• Establish the scope, methods, assumptions, data needs, quality standards, and review requirements for major analytical projects.
• Oversee analytical and modeling work performed by staff, consultants, and technical partners, including review of data, assumptions, methodologies, results, forecasts, and sensitivity analyses.
• Ensure major analytical products are well documented, reliable, and suitable for management, regulatory, statutory, and public decision-making.
• Coordinate modeling and forecasting with operational, financial, transportation, environmental, and other analyses.
• Identify opportunities to improve analytical tools, models, data, and methods used by the Toll Strategy & Analytics function.
• Toll Performance Monitoring & Strategic Analysis
• Lead ongoing monitoring and analysis of tolling performance across ORT, CRZ, and other TBTA facilities and programs.
• Establish and maintain performance measures for traffic, travel conditions, toll transactions, revenue, customer impacts, facility performance, and other key indicators.
• Evaluate the effects of toll changes, program modifications, major investments, technology changes, and operational initiatives, including before-and-after performance.
• Oversee the use of appropriate statistical and evaluation methods to measure program and operational results.
• Monitor CRZ performance against statutory, federal, environmental, transportation, and other program objectives.
• Lead the development of dashboards, performance reports, and other tools that provide management with timely information on tolling performance.
• Identify emerging performance issues and direct analysis to support management decisions and actions.
• Staff, Consultant & Cross-Functional Management
• Lead, supervise, mentor, and develop staff responsible for toll strategy, analytics, modeling, and performance analysis.
• Set priorities, assign projects, allocate resources, and monitor work quality, schedules, and deliverables.
• Provide technical and strategic guidance on analytical methods, assumptions, findings, and recommendations.
• Manage consultants and specialized resources, including scopes of work, budgets, schedules, deliverables, and performance.
• Coordinate with MTA, TBTA, and other operational, technical, financial, and analytical teams to integrate data and expertise.
• Promote consistent analytical practices, documentation, quality standards, peer review, and knowledge sharing.
• CRZ Reporting, Special Projects & Executive Support
• Oversee required CRZ Tolling Evaluation Reports, statutory and regulatory reporting, federal program commitments, and related analytical materials.
• Provide analytical findings, performance information, and visualizations for internal and external communications.
• Provide timely analytical and strategic support to senior management on emerging issues and priorities.
• Lead or support special projects and strategic initiatives, including proposals, budgets, procurements, schedules, and implementation activities.
• Serve as a senior analytical liaison with MTA, TBTA, NYC DOT, NYSDOT, federal and regional transportation agencies, elected officials, and other stakeholders.
• Communicate complex analytical and modeling results clearly and translate findings into strategic, financial, transportation, environmental, operational, and customer implications.

Requirements

• Bachelor’s Degree in Arts/Sciences (BA/BS) from an accredited institution in transportation, engineering, economics, computer science, public policy, or a related discipline.
• Minimum 5 years of experience managing or supervising professional staff and/or complex transportation, analytical, or strategic projects.
• Strong knowledge of tolling, transportation systems, and toll strategy, including toll structures, pricing strategies, traffic and travel patterns, revenue considerations, and factors affecting facility and system performance.
• Strong knowledge of policy analysis, strategic research, program evaluation, and performance monitoring and their application to complex transportation and tolling issues.
• Excellent analytical and problem-solving skills.
• Knowledge of demand modeling, forecasting, and scenario analysis, including the ability to evaluate modeling methodologies, assumptions, results, and limitations.
• Knowledge of statistical and quantitative analysis methods.
• Knowledge of toll revenue, financial forecasting, and financial analysis.
• Strong research, writing, and presentation skills.
• Strong project management and organizational skills.
• Ability to oversee complex analytical projects, integrate multidisciplinary analysis, exercise independent judgment, and develop effective approaches to complex transportation and tolling issues.
• Proficiency with Microsoft Office Suite and familiarity with analytical, statistical, data visualization, modeling, or geospatial tools.
• Master’s degree in Arts/Sciences (MA/MS) in a relevant field or MBA
• Experience with legislative and regulatory matters.
• Experience with business intelligence and data visualization tools, such as Power BI or Tableau, and statistical or analytical programming environments such as R/RStudio.
• Experience with geospatial, transportation, and traffic modeling tools, such as ArcGIS, TransCAD, VISSIM, AIMSUN, or Synchro.
• Knowledge of U.S. Census data and related transportation and demographic datasets, including the American Community Survey (ACS) and Census Transportation Planning Products (CTPP).
• Familiarity with travel demand, land use, air quality, toll optimization, dynamic traffic assignment, freight, and other transportation models used to evaluate tolling strategies and transportation system impacts.
• Familiarity with the New York Best Practice Model (NYBPM) or other regional travel demand models.
• Experience integrating modeling, forecasting, operational analytics, and policy analysis to evaluate alternative tolling strategies, investments, or transportation initiatives.
• Experience working with large, complex transportation and tolling datasets and translating analytical findings into recommendations for senior management.
