Job description

• The Covert Financial Operations Manager supports the Department of Commerce, Bureau of Industry and Security, Office of Export Enforcement Investigative Support Unit. The position manages the secure financial infrastructure that enables undercover operations, including covert accounts, transaction monitoring, policy, reporting, audit readiness, and support to field agents. This work strengthens OEE's ability to facilitate, track, and audit undercover investigations while preserving operational security and financial accountability.

Responsibilities

• Establish, maintain, and reconcile undercover bank accounts in accordance with applicable laws, regulations, and internal controls.
• Monitor account activity to ensure proper use, identify anomalies, and prevent misuse.
• Maintain secure and confidential financial records.
• Coordinate with authorized financial institutions while preserving operational security.
• Draft, update, and implement policies and standard operating procedures for undercover financial operations.
• Provide guidance on risk-mitigation strategies specific to covert financial activities.
• Prepare detailed financial reports, summaries, and briefings for authorized stakeholders.
• Maintain audit-ready documentation and transaction traceability.
• Support internal and external audits, inspections, and reviews as required.
• Use and manage commercial accounting software, including ERP systems, financial-tracking platforms, and QuickBooks or comparable tools.
• Recommend and implement appropriate process improvements and automation.
• Assist field agents with financial records, transaction data, and account-activity analysis.

Requirements

• Minimum of five years of experience supporting undercover, covert, or sensitive operations in government, law enforcement, intelligence, or a regulatory environment.
• Familiarity with non-attributable or alias-based financial instruments and accounts.
• Experience working in compartmented or need-to-know operational structures.
• Background in forensic accounting or financial investigations.
• Strong judgment in balancing operational flexibility with compliance and accountability.
• Certified Public Accountant, Certified Fraud Examiner, Certified Internal Auditor, or a comparable credential is desired.
