Responsibilities

• This position provides professional human resources consultation and operational support to the Department of Commerce in the areas of recruitment and selection, salary administration, human resources information systems (HRIS & Human Capital Management-HCM) transactions, workforce reporting, and related personnel administration.
• The position serves as a lead recruitment consultant for assigned organizational units and provides consultation to hiring managers and HR staff regarding recruitment strategies, applicant screening and referral, recruitment requirements, salary administration, and related personnel policies and procedures. This position will also take a recruitment leadership role for the division by independently reviewing personnel actions and supporting documentation to identify issues, determine appropriate processing requirements, and ensure compliance with applicable policies, procedures, and requirements.
• The position serves as a subject matter expert (SME) and resource to lower-level HR staff on recruitment, salary administration, HCM & HRIS transactions, and related HR processes. The position provides technical assistance, guidance, and problem resolution to HR staff and managers and works collaboratively with the Agency’s classification and compensation staff on position and salary administration matters.

• Applicants who possess the following qualifications may receive management preference:
• Demonstrated experience working in an HRIS and/or Payroll System and initiating and completing Personnel Actions (PA).
• Demonstrated experience working with an Applicant Tracking System or a Human Capital Management System such as NEOGOV or Workday.
• Demonstrated experience identifying discrepancies in personnel, position, salary, timekeeping, and workforce data and determining appropriate corrective action.
• Demonstrated experience analyzing employee and applicant information and applying established salary administration factors to develop appropriate recommendations.
• Demonstrated experience interpreting and explaining HR policies, procedures, and system processes to managers and other staff.
• Minimum Education and Experience

• Bachelor’s degree, typically in Human Resources or related field from an appropriately accredited institution; or High school or General Educational Development (GED) diploma and 3 years of progressive experience in Human Resources; or equivalent combination or education and experience.
