Job description

• The Business Development Lead, Mission Support is responsible for identifying, qualifying, and developing federal contract opportunities that grow North Wind Group's Mission Support business line. Mission Support covers facilities operations and maintenance, base operations support, logistics, program and technical support, professional services, supplemental labor, and related services delivered to the Department of Defense, the Department of Energy, and federal civilian agencies. This role owns the Mission Support opportunity pipeline from early identification through qualification and handoff to capture, builds and maintains relationships with federal customers and teaming partners, and works closely with the capture management team, the Mission Support Business Line (MSBL) President, the Chief Business Development Officer, proposal operations, and delivery leadership to win new work and grow existing programs.

Responsibilities

• Opportunity Identification and Pipeline Development
• Identify, qualify, and prioritize federal contract opportunities aligned with the Mission Support business line strategy and North Wind Group growth objectives.
• Build and maintain a qualified Mission Support pipeline across DoD installations, DOE sites and national laboratories, and federal civilian agencies.
• Monitor agency acquisition forecasts, sources sought notices, requests for information, and recompete schedules using SAM.gov, GovWin IQ, and other market intelligence sources.
• Conduct market research and competitive analysis on incumbents, competitors, contract vehicles, and agency spending to inform bid and no bid decisions.
• Leverage North Wind Group's Alaska Native Corporation status, including ANC sole source and 8(a) contracting authorities, to develop direct award opportunities with federal customers.
• Capture Support
• Work with the capture management team on assigned pursuits, providing customer intelligence, competitive insight, and relationship access to shape win strategy, competitive positioning, and teaming strategy.
• Support gate reviews and bid and no bid decisions with opportunity qualification, customer insight, and market data in accordance with the North Wind Group business development process.
• Identify potential teaming partners and subcontractors and facilitate introductions in coordination with the capture team.
• Contribute win themes, discriminators, and customer insight to proposal development and participate in color team reviews as requested.
• Assist with and/or lead company responses to Sources Sought Notices (SSN), Requests for Information (RFI) and Request for Proposal (RFP).
• Customer and Partner Relationships
• Establish and maintain relationships with federal contracting officers, program managers, small business specialists, and end users across Mission Support target agencies.
• Serve as the primary business development point of contact for Mission Support customers, teaming partners, and industry associations.
• Represent North Wind Group at industry days, agency outreach events, conferences, and customer meetings.
• Coordinate with other North Wind Group business lines and subsidiaries to develop cross selling opportunities and integrated solutions for shared customers.
• Cross Functional Collaboration
• Partner with the MSBL President and operations leadership to align pursuits with delivery capability, past performance, and resource availability.
• Work with proposal operations, contracts, pricing, and finance to support compliant and competitive submittals.
• Provide customer and market intelligence to leadership to inform strategy, investment, and capability development decisions.
• Pipeline Management and Reporting
• Maintain accurate and current opportunity, contact, and capture activity records in the North Wind Group CRM and pipeline tracking systems.
• Report pipeline status, qualification progress, and forecast to the Chief Business Development Officer and Mission Support leadership on a weekly and monthly basis.
• Track and report business development performance metrics and recommend adjustments to strategy and priorities.

Requirements

• Bachelor's degree in Business Administration, Engineering, Public Administration, or a related field.
• Minimum of 15 years of experience in federal government contracting, including at least 10 years in federal business development, capture management, or a related growth role.
• Demonstrated track record of winning federal contracts and task orders, including experience with IDIQ, MATOC, and other multiple award contract vehicles.
• Working knowledge of the Federal Acquisition Regulation, federal procurement processes, and small business contracting programs, including ANC sole source and 8(a) set aside authorities.
• Experience supporting capture teams with customer intelligence, win strategy input, and teaming recommendations and contributing to compliant proposal submittals.
• Strong negotiation, presentation, and relationship management skills with federal customers and industry partners.
• Excellent written and verbal communication skills.
• Proficiency with Microsoft Office applications, CRM systems, and federal market intelligence tools.
• Ability to travel as needed to support customer engagement, industry events, and North Wind Group business needs.
• Strategic thinking and strong understanding of the federal services market and its acquisition environment.
• Ability to analyze acquisition forecasts, contract data, and competitor information and turn them into actionable pursuit recommendations.
• Ability to influence and build credibility with federal customers, senior leaders, and teaming partners.
• Effective project management and organizational skills with the ability to manage multiple pursuits at different stages.
• Ability to work independently in a remote environment while staying closely connected to a distributed team.
• Results oriented with a demonstrated ability to meet pipeline, submittal, and award objectives.
• Strong financial and commercial awareness, including pricing strategy and profitability considerations for federal contracts.
• Experience with the Department of Energy, including DOE sites, NNSA, national laboratories, and M&O contractor customers.
• Experience with DoD installation customers and base operations support, facilities operations and maintenance, logistics professional services, and supplemental labor contracts.
• Master's degree in Business Administration or a related field.
• Shipley or equivalent capture and proposal management training.
• Proficiency with GovWin IQ, SAM.gov, and USAspending or FPDS data.
• Established professional network of federal customers and industry partners in the Mission Support market.
• Experience working within an Alaska Native Corporation or other tribally owned government contractor.
