Job description

• Heartland Consulting is seeking an experienced Financial Management Analyst – Civilian Pay to provide financial management and civilian payroll support for the Pentagon Force Protection Agency (PFPA) within the Department of Defense (DoD). The successful candidate will support civilian pay reconciliation, payroll adjustments, cost transfers, time and attendance validation, and financial records management in accordance with applicable DoD regulations and requirements.

Responsibilities

• Provide financial management and civilian pay support at the DoD headquarters, major command, system command, and unit/base levels.
• Perform civilian payroll reconciliation, adjustments, corrections, and cost transfers.
• Support civilian pay processing using the Defense Civilian Pay System (DCPS) and Defense Civilian Personnel Data System (DCPDS).
• Manage and validate time and attendance records using the Defense Agencies Initiative (DAI) system.
• Conduct pre- and post-time and attendance validation to ensure payroll accuracy and compliance.
• Identify and resolve civilian pay discrepancies and coordinate necessary corrections.
• Maintain and organize financial records in accordance with the DoD Financial Management Regulation (DoD FMR) and National Archives and Records Administration (NARA) requirements.
• Coordinate with financial management personnel and organizational stakeholders to support accurate civilian pay operations.

Requirements

• Bachelor's degree in Business Administration, Accounting, or Finance from an accredited college or university.
• Active Secret Security Clearance.
• Minimum of five (5) years of relevant financial management experience, including experience supporting DoD headquarters, major command, system command, or unit/base-level operations.
• Extensive experience in civilian pay reconciliation, adjustments, corrections, and cost transfers.
• Experience with the Defense Civilian Pay System (DCPS) and Defense Civilian Personnel Data System (DCPDS).
• Experience with DAI time and attendance processing, including pre- and post-time and attendance validation.
• Minimum of three (3) years of experience maintaining and storing financial records in accordance with DoD FMR and NARA regulations.
