• The Turnaround Manager is responsible for the strategic planning, leadership, execution, and overall performance of multiple turnaround (TAR), shutdown, and outage projects across refinery, petrochemical, and terminal facilities.
• This position provides leadership and direction to Turnaround Project Managers, Field Supervisors, and supporting teams to ensure projects are executed safely, efficiently, on schedule, within budget, and in accordance with customer expectations.
• The Turnaround Manager oversees workforce planning, resource and equipment allocation, project performance, and operational execution across an assigned region or portfolio of projects.
• This role works closely with project leadership to proactively identify and address operational, scheduling, staffing, and financial challenges while driving consistency and accountability across turnaround operations.
• Serving as a key relationship manager for customers, the Turnaround Manager develops and maintains strong client partnerships, supports business growth and customer retention, and ensures commitments are consistently delivered.
• This position is accountable for driving operational excellence, workforce performance, resource optimization, customer satisfaction, and overall project profitability across the turnaround organization.
• All work must be performed in accordance with company and customer procedures, safety standards, contractual requirements, and applicable environmental regulations.
• The position requires a minimum of ten years of experience in industrial services, oil and gas, petrochemical, or a related industry, including at least five years of experience managing refinery or petrochemical turnarounds, shutdowns, or outages.
• The Turnaround Project Manager must also have the ability and willingness to travel as needed to support project and customer requirements.

• 1. Oversee multiple concurrent turnaround projects across sites or business units.
• 2. Provide direction and support to Turnaround Project Managers and field leadership teams.
• 3. Ensure consistent execution standards across all turnaround operations.
• 4. Balance staffing, equipment, and resources across projects to optimize performance.
• 5. Establish best practices and standard operating procedures for turnaround execution.
• 6. Lead long-term turnaround planning, including upcoming outage pipelines and capacity forecasting.
• 7. Align workforce planning with forecasted demand; Project Managers, Supervisors, Crew Leaders, Senior Technicians, Technicians, equipment material, and critical assets.
• 8. Optimize labor utilization and reduce idle or redundant resources.
• 9. Coordinate equipment fleet allocation to maximize uptime and availability.
• 10. Partner with recruiting and training teams to ensure workforce readiness.
• 11. Monitor project execution across all active turnarounds to ensure schedule adherence (critical path awareness), labor productivity and efficiency, and equipment uptime and availability.
• 12. Review daily performance reports and intervene when projects deviate from plan.
• 13. Drive standardization in crew structures, reporting and execution methods.
• 14. Support escalation and resolution of major operational issues.
• 15. Champion a zero-incident safety culture across all turnaround operations.
• 16. Ensure compliance with OSHA regulations, client safety requirements, and Company HSSE policies.
• 17. Review safety performance metrics and trends across all projects.
• 18. Lead investigations for serious incidents and ensure corrective actions are implemented.
• 19. Promote proactive hazard identification and mitigation across all teams.
• 20. Own overall financial performance of turnaround operations within assigned region or portfolio.
• 21. Review and approve project budgets, estimates, and bid strategies.
• 22. Monitor labor cost verses budget, equipment utilization and costs, and margin performance across all projects.
• 23. Identify risks to profitability and implement corrective actions.
• 24. Drive improvement in cost control, efficiency, and margin expansion.
• 25. Maintain high-level relationships with key client stakeholders and turnaround leadership teams.
• 26. Participate in client planning meetings, strategy sessions, and performance reviews.
• 27. Ensure consistent service quality and responsiveness across all projects.
• 28. Support resolution of escalated client concerns or issues.
• 29. Position the Company for repeat business and long-term contracts.
• 30. Lead, mentor, and develop Turnaround Project Managers and Field Supervisors.
• 31. Build a strong leadership pipeline for future growth.
• 32. Evaluate performance of leadership staff and implement development plans.
• 33. Promote accountability, communication, and operational discipline across all levels.
• 34. Foster a culture of teamwork, ownership, and continuous improvement.
• 35. Oversee equipment strategy for turnaround operations, including but not limited to, fleet sizing, maintenance planning, and capital investment decisions.
• 36. Ensure adequate redundancy for critical equipment.
• 37. Drive improvements in equipment reliability and standardization.
• 38. Coordinate with Equipment Technicians and maintenance teams to minimize downtime.
• 39. Establish and monitor KPIs across all projects, including but not limited to, safety metrics (TRIR, near misses), schedule performance, labor productivity, equipment uptime, and financial performance.
• 40. Provide regular reporting to senior leadership.
• 41. Drive data-driven decision making and continuous improvement initiatives.
• 42. Maintain professionalism, sound judgment, and focus while working under compressed schedules, changing priorities, adverse conditions, and other demands common to turnaround environments.
• 43. Attend and successfully complete all training, certifications, orientations, and other requirements established by the Company or customer.
• 44. Meet all applicable Company and customer requirements, including required drug and alcohol testing and background screening.
• 45. Perform other related duties as assigned.

Requirements

• Required Education and Experience
• High School diploma or GED. Ten or more years of experience in industrial cleaning within refining, petrochemical, or oil and gas facilities. Five or more years of turnaround management. Proven leadership overseeing multiple projects or large-scale turnarounds. Suite of computer software knowledge mandatory. Strong understanding of financial P&L tools. Strong understanding of industrial cleaning services including but not limited to, hydro blasting, vacuum services, tank cleaning, and chemical cleaning. Must have a valid TWIC and valid Driver’s License. Safety Essentials.
• Bachelor’s degree in construction management, or related field of study. OSHA 30, NCCER, Confined Space Entry certification, HAZWOPER (24 or 40), project management training (PMP or equivalent).
