• The Procurement Manager II advises and assists in the preparation and review of all information in regard to procurement and supply chain management; coordinates with vendors, Program Managers, Training Delivery Coordinators and the ATA warehouse manager concerning receipt of supplies and services, the quality and acceptability of these supplies and services and evaluate vendor performance. Additionally, the incumbent verifies the completeness of Purchase Orders prior to submission to DS/ATA for invoice payments.

Responsibilities

• Advises Logistics and Compliance Manager and ATA management on current and projected Supply Chain management trends
• Manages and provides coordination between all entities involved from initial Equipment Shipping Request (ESR) phase through equipment arrival at Post, assures all equipment is properly received, accounted for, and secured as necessary to deliver DS/T/ATA scheduled training courses and equipment grants to host/recipient countries
• Manages broad range of complex and interrelated operational transportation activities that require analysis, coordination, and evaluation based on technical and detailed regulatory specifications; determining the scope of varying regulations in order to fulfill training course equipment shipping requirements; adjusting strategies to address evolving priorities; and the use of a variety of contract shipping options and vendors
• Manages and coordinates specialized Intra-agency procurement with Department of Defense (333 Project), Third Party procurement via Global Antiterrorism Training Assistance (GATA) contract, Bureau of International Narcotics and Law Enforcement Affairs (INL) and other special initiatives other than NADR funded procurement Responsible for the daily tracking of all purchase orders for equipment and services to support DS/T/ATA Programs: Crisis Response Team (CRT), Protection of National Leadership (PNL), Explosives Basic and Advanced Incident Countermeasures (EIC/AEIC), Post-Blast Investigation (PBI) and other designated programs
• Reviews purchase orders for correctness prior to addition to tracking reports Maintains detailed review of all procurements of weapons, ammunition, police supplies, training aids and ordnance equipment and supplies
• Conducts accurate quality control inspections and report on equipment master lists, weapons inventories and shortfalls
• Monitors and recommends changes to the Purchase Order Tracking System to track all purchase orders issued by DS Acquisitions Office Establishes a working relationship with DS Contracting Office Develops and maintains working relationships with various vendors and contractors
• Develops and monitors a Discrepancy Reporting System to track all discrepancies that develop from incorrect supplies and services being received
• Develops Supply Chain procedures in support of domestic and international DS/T/ATA training by Evaluating course equipment for durability and functionality
• Supports the logistics coordinators to ensure proper implementation of daily tasks Reviews and monitors transportation shipping cost, ensuring funds are available
• Monitors and assists domestic training facilities by providing equipment in support of DS/T/ATA training and preforming unannounced sensitive items inventories Assists with the completion of yearly equipment inventories (general cargo, HAZMAT, weapons, explosives and cyber)
• Supplies shipping and equipment estimates to assist in the development of future planned venues
• Monitors the warehouse’s online inventory system (eWISE) to ensure that the information provided to each user is updated and accurate
• Assists in the management of 18 warehouse personnel and a 55,000 square foot warehouse, which houses over $27,000,000 of sensitive equipment
• Delivers strategic direction in purchasing goods and services which includes assets, general equipment, HAZMAT, and explosives in support of DS/T/ATA training
• Organizes the submission of orders for bid or direct procurement; ensures the accurate documentation of manual and computerized procurement records
• Oversees online bidding utilizing FEDBID, complying with DOS/FAR regulation, for orders above the $25,000 threshold
• Handles the assessment and certification of invoices for payment of the vendors
• Leads the procurement of foreign and domestic military weapons systems/components and explosives
• Prepares Sole Source Justifications, Statements of Work, and other documents needed for the proper procurement of sensitive equipment

Requirements

• Strong writing and communications skills
• Must be culturally sensitive and be able to establish rapport with members of a diverse group, and promote team cohesiveness
• Must have the ability to organize, prioritize and work under extreme work pressure, heavy workload and deadlines
• Experience in the Department’s Integrated Logistics Management System (ILMS)
• Experience with government regulations and compliance issues pertaining to the handling, storage and shipping of hazardous material
• Excellent interpersonal skills in order to maintain professional working relationships with customers/clients
• Working knowledge of MS Office 2000 (e.g., Excel Access, Outlook, etc.)
• MUST be a US citizen and possess or be able to obtain/maintain a Secret clearance
• Bachelor’s Degree or at least 10 years of experience in Military or Government Logistics
• Experience with rules and regulations governing the movement and licensing of items under the Defense Trade control (CFR 19 and CFR 22) and basic knowledge of the Federal Acquisition Regulations (FAR)
• Minimum of ten years of experience in supply inventory control, procurement and transportation

• The annual salary range for this position is $133,000 to $142,000.
