• Corporation is seeking a Program Manager to lead delivery of the AFCOOL
• Purchasing Agent contract in support of the Air University AFCOOL
• Credentialing Program Office at Maxwell Air Force Base. The Program Manager is the contractor's single point of accountability for the program, responsible for ensuring that approved civilian credentialing exams, exam preparation courses, and study materials are purchased accurately and on time for enlisted Airmen and Guardians.
• This individual leads the Purchasing Agent Manager and a team of Purchasing Agents; owns contract performance, staffing, financial controls, quality control, and required deliverables; and serves as the primary interface with the Contracting Officer, the Contracting Officer's Representative (COR), and AFCOOL leadership.
• The role demands strong financial stewardship, disciplined process management, and careful handling of Privacy Act and Controlled Unclassified Information in a high-volume environment that supports roughly 9,000 exam enrollments and more than $8 million in credentialing spend each year.

Responsibilities

• Serve as the main point of contact for the Contracting Officer, COR, and AFCOOL Program Office, responding quickly to requests and briefing program status.
• Ensure exam and course purchases are paid within three duty days of approval, at the approved cost, with a payment error rate of 1% or less and every receipt recorded in AFAEMS.
• Oversee monthly invoice and financial reporting, including WAWF submissions and bank statements, and identify cost savings toward the 5% reduction goal.
• Deliver the weekly, monthly, and grade status reports, the Quality Control Plan, and the annual SOP review on time and accurately.
• Keep customer service strong for Airmen, Guardians, and vendors, resolving payment issues and complaints as they arise.
• Ensure the team protects PII and CUI, completes required security training, and follows CAC, base access, and OPSEC requirements.
• Travel up to four times a year for roadshows and base visits.

Requirements

• Bachelor's degree in business, project management, or a related field, or equivalent experience.
• Five or more years of experience leading teams and managing budgets, purchasing, or invoicing.
• Experience with AFAEMS and AIPortal, or a comparable education or personnel records system.
• Strong written and verbal communication skills, with experience preparing reports and process documentation.
• Ability to obtain a favorably adjudicated Tier 1 (NACI) background investigation and a Common Access Card (CAC), and to gain base access at Maxwell AFB. A security clearance is not required.
• PMP certification and prior Air Force, DoD, or federal education program experience.
