Job description

• The Vehicle Fleet Manager supports the Department of Commerce, Bureau of Industry and Security, Office of Export Enforcement Investigative Support Unit. The position sustains a mission-ready law-enforcement fleet for OEE field offices and the Washington, D.C. area by managing the full vehicle lifecycle, maintenance, safety, policy, reporting, and cost oversight. This work contributes to OEE's ability to facilitate and support increasingly complex undercover investigations involving illicit export activity.

Responsibilities

• Oversee the annual cycle for fleet planning, acquisitions, and disposals for agency field offices, and execute the annual cycle for all fleet vehicles in the Washington, D.C. area.
• Plan and approve vehicles and accessories authorized in each cycle; draft, review, and approve upgrades and specifications; coordinate with GSA and the Department of Commerce; and update agency and Department systems.
• Maintain the overall fleet inventory, including GSA and state license plate information, assigned vehicle operators, and local field office fleet managers.
• Provide updates to Department of Commerce fleet managers and coordinate with budget offices to prepare vehicle budget forecasts and account for expenses.
• Manage fleet maintenance through monthly review and coordination of preventive-maintenance records and recall notices, including tracking repairs across the fleet.
• Implement an Emergency Risk Management Plan; guide agency personnel when a fleet vehicle is involved in an accident; participate in and manage the Accident Review Board as required by internal policy; maintain accident documentation; and prepare the required annual report.
• Provide input to senior agency executives on fleet-management practices and proposed policy changes.
• Educate field offices and agency personnel on fleet-management best practices, maintenance and repair procedures, and personal liability when driving a government-owned vehicle or rental vehicle for official business.
• Review fleet expenses monthly; coordinate with field offices to document appropriate expenses; seek GSA credit for disputed expenses; and refer inappropriate charges to the Office of Inspector General.
• Evaluate existing fleet-management practices and draft policies to correct deficiencies or implement new GSA requirements.
• Draft the biannual Home-to-Work Authorization memorandum for signature.
• Produce fleet reports required by the Department of Commerce, BIS, or GSA.
• Maintain the OEE spare fleet at a mission-ready level.

Requirements

• Minimum of five years of experience working with a law-enforcement fleet program at the local, state, or federal level.
• Knowledge and understanding of the GSA fleet-acquisition cycle.
• Experience drafting fleet-management policies and delivering appropriate fleet-management training.
• Valid state driver's license without court-imposed restrictions.
