Responsibilities

• Lead Recruiting, Hiring & Retention
• Administer the Center's full HR activity recruiting, screening, interviewing, hiring, discipline, and terminations. Fill staff vacancies promptly, maintain vacancy and turnover rates at or below Center standards, and conduct annual wage and salary surveys to help the Center attract and retain qualified staff.
• Ensure Compliance & Equal Opportunity
• Monitor HR and employment practices to ensure regulatory compliance, and conduct periodic internal HR compliance audits. Implement Equal Employment Opportunity activities, write and implement the Center's Veteran and Affirmative Action Plans annually, and investigate and resolve EEO inquiries or claims. Serve as the student EEO Officer and oversee the staff EEO Officer, ensuring a nondiscriminatory work environment and equal treatment of all staff.
• Manage Benefits, Evaluations & Programs
• Administer the Center's fringe benefit programs (health insurance, retirement, 401(k), and more), as well as staff evaluation, merit, incentive, and bonus programs. Ensure timely completion of staff evaluations with zero late evaluations, and run the staff mentoring and staff assistance programs (such as substance abuse support). Oversee the collection and maintenance of personnel data for HRIS and reporting, and maintain required employee files, logs, and documentation.
• Develop & Support Staff
• Supervise and manage the Human Resources Department. Oversee Center staff training, including developing, coordinating, and administering the Center Staff Training Plan. Provide management advice to supervisory staff, help resolve employee relations and benefit matters, and motivate, empower, and develop your team recognizing accomplishments and proactively addressing performance concerns.
• Represent, Collaborate & Uphold Integrity
• Follow all integrity guidelines and ensure strict confidentiality of sensitive information. Develop community linkages that benefit students and promote a positive image of the Center and Job Corps. Mentor and model the Career Success Standards, provide timely operational support, communicate clearly, resolve problems with sound judgment, partner across all departments, and accept direction from the Center Director, Duty Officer, or Shift Manager, including other duties as assigned.

Requirements

• Required
• Bachelor's degree from an accredited school
• A minimum of three (3) years of human resources management experience
• Department of Labor approval
• Human Resources Certification (e.g., PHR, SPHR, SHRM-CP, or SHRM-SCP)
