- BVA Bears IT Solutions is seeking a Senior Engagement Lead & Procurement Advisor for both MD area as well as PA area. These positions are full-time, remote role with travel to other government or contractor facilities as required in PA and MD. The average workday is 8 hours and the window in which those 8 hours may be scheduled is between 6:00am and 6:00pm Eastern Time, Monday through Friday, except for Government Holidays with the core hours (9am to 3pm) being covered.
- The Senior Engagement Lead & Procurement Advisor serves as the executive-level leader responsible for guiding all phases of the City’s Procurement Transformation Initiative.
- This role provides CPO-level expertise, strategic direction, governance design, and executive decision support across the Current State Assessment, Benchmarking, Future State Model, Transformation Roadmap, and Final Executive Deliverables.
- The position ensures alignment with RFP requirements for senior procurement leadership, facilitates cross-departmental engagement, and provides high-level advisory input on procurement modernization, centralized operating models, organizational design, and policy/structural recommendations.
- The Senior Engagement Lead collaborates closely with the Project Delivery & Compliance Manager, Senior Data/Financial & Benchmarking Analyst, Lead Deliverables Writer & Communications Specialist, and City stakeholders to ensure that all deliverables meet expectations for quality, clarity, rigor, and compliance.

Requirements
- Former Chief Procurement Officer (CPO), Deputy CPO, or senior procurement executive experience.
- Expertise in procurement transformation, centralized operating model design, strategic sourcing, and governance structures.
- Experience with complex or decentralized organizations, preferably municipal/public sector.
- Strong communication, facilitation, and executive advisory skills.
- Ability to guide cross-functional teams through assessment, design, and roadmap phases.
