• We are seeking a Program Manager for the management and oversight of analytical support services for the Department of Defense (DoD), Office of Net Assessment (ONA). The Program Manager will be responsible for ensuring effective performance of the task order including planning, scheduling, personnel coordination, quality control, and day-to-day execution.

Responsibilities

• Manage the performance of assigned ONA Task Order sub-tasks in accordance with the Performance Work Statement, contractual requirements, schedules, and customer objectives.
• Plan, organize, coordinate, and monitor program/project activities to ensure work is completed on schedule and meets established performance standards.
• Develop, assign, and maintain Contractor personnel schedules and work assignments based on task requirements and priorities.
• Supervise assigned Contractor personnel and provide direction regarding work priorities, performance expectations, policies, procedures, and organizational objectives.
• Coordinate and oversee subcontractor activities, as applicable, to ensure alignment with contractual requirements and project objectives.
• Monitor work performance, identify discrepancies or deficiencies, and coordinate appropriate corrective actions.
• Review work products and deliverables for completeness, quality, consistency, and compliance with applicable requirements.
• Track project status, milestones, deliverables, staffing, and other performance measures and communicate significant issues, risks, and schedule concerns to appropriate Contractor and Government stakeholders.
• Serve as a primary Contractor point of contact for day-to-day operational matters associated with assigned work.
• Communicate Contractor policies, purposes, goals, and performance expectations to assigned personnel.
• Coordinate with Government personnel and other stakeholders to facilitate effective execution of assigned tasks while maintaining appropriate Contractor management and reporting channels.

Requirements

• Strong program and project management skills, including planning, execution, scheduling, resource coordination, and performance monitoring.
• Knowledge of Department of Defense organizational structures, processes, and contracting environments.
• Knowledge of analytical support operations and the ability to manage multidisciplinary activities in support of Government objectives.
• Strong leadership and personnel management skills.
• Ability to establish priorities, assign work, manage competing requirements, and meet deadlines.
• Strong organizational skills and attention to detail.
• Ability to identify, evaluate, and resolve operational and performance issues.
• Strong written and verbal communication skills.

• Strong interpersonal and relationship-management skills, with the ability to work effectively with Government customers, Contractor personnel, subcontractors, and senior leadership.
• Ability to exercise sound judgment, maintain confidentiality, and handle sensitive Government information appropriately.
• Ability to operate independently while maintaining effective communication with Contractor and Government stakeholders.
• Minimum of 10 years of program management experience within the Department of Defense.
• Demonstrated experience managing complex programs, projects, or analytical support activities.
• Demonstrated experience coordinating and supervising personnel in a professional or Government contracting environment.
• Experience managing schedules, deliverables, milestones, and competing priorities.
• Experience identifying and resolving performance, operational, or schedule-related issues.
• Strong written and verbal communication skills.
• Ability to work effectively with Government customers, Contractor personnel, subcontractors, and other stakeholders.
• Ability to obtain and maintain any security clearance or Government access authorization required for the position.
• Ability to meet the established availability requirements for the position.
• Master's degree in business administration, management, public policy, national security, international affairs, political science, analytical studies, or a related discipline.
• Experience supporting the Office of Net Assessment or other DoD organizations performing strategic analysis, defense analysis, research, or analytical support.
• Experience managing DoD analytical, research, strategy, policy, or national security programs.
• Experience supporting Washington Headquarters Services (WHS) or other Office of the Secretary of Defense (OSD) organizations.
• Experience managing multiple concurrent Task Orders, projects, or analytical workstreams.
• Experience managing subcontractors and geographically dispersed Contractor personnel.
• Experience with DoD contracts, Performance Work Statements (PWS), Statements of Work (SOW), deliverables, and contract performance requirements.
• Experience preparing program status reports, briefings, management reports, or other executive-level communications.
• Experience working directly with senior Government officials and leadership.
• Experience with risk management, performance metrics, quality assurance, and corrective action processes.
• Experience supporting sensitive, classified, or high-visibility DoD programs, as applicable.

• The salary range for this position is $115,000 - $130,000 annually.
