Job description

• The resource will translate approved business outcomes, policies, standards, operational needs, and solution direction into precise acceptance conditions that support secure, scalable, and interoperable identity services across the healthcare system, particularly across IAM capabilities such as authentication, authorization, identity lifecycle management, consent, privacy, and access governance. In parallel, the resource will support operational and project-related activities for the current ONE ID service, including documenting current-state processes, clarifying business rules, analyzing operational impacts, supporting issue and gap triage, validating requirements against existing service workflows, assisting with partner engagement documentation, and ensuring alignment between current ONE ID operations and the future-state ONE ID 2.0 backlog.

Responsibilities

• Analyze and decompose workflows, data needs, decision points, and exceptions for the IAA solution.
• Identify and resolve inconsistencies across user stories and capability areas.
• Research IAM concepts (digital identity, authentication, authorization) to close knowledge gaps.
• Define clear, testable acceptance criteria aligned with business rules, architecture, security, and integration needs.
• Collaborate across teams to align on requirements, dependencies, and decisions, ensuring quick resolution of gaps.
• Ensure documentation quality, adherence to standards, and maintain traceability from requirements to design.
• Support Agile delivery by participating in ceremonies and ensuring stories meet Definition of Ready

Requirements

• 7+ years of Business Analysis experience, including 3+ years in senior BA roles supporting large-scale digital or identity-related programs.
• Proven experience developing detailed, testable requirements, process flows, workflows, functional specifications, and implementation-ready system documentation.
• Experience within digital identity, access management, authentication, authorization, or interoperability domains.
• Experience in multi-stakeholder public-sector or health-sector environments.
• 
• 7+ years of Business Analysis experience, including 3+ years in senior BA roles supporting large-scale digital or identity-related programs.
• Proven experience developing detailed, testable requirements, process flows, workflows, functional specifications, and implementation-ready system documentation.
• Proven experience developing and managing data requirements, including data elements, structures, mappings, and data flows supporting interoperability.
• Experience within digital identity, access management, authentication, authorization, or interoperability domains.
• Hands-on experience using Azure DevOps (ADO) to manage work items, refine backlogs, organize user stories, track delivery status, and maintain documentation.
• Demonstrated ability to independently analyze, decompose, and document complex functional requirements.
• Experience in multi-stakeholder public-sector or health-sector environments.
• Proven ability to collaborate with business stakeholders, architects, product owners, testers, and integrators to drive alignment and obtain approval of requirements.
• Strong experience leading discovery sessions and translating business needs into user stories, business rules, workflows, dependencies, and detailed acceptance criteria.
• Exceptional written and verbal communication skills.
• Knowledge of digital identity frameworks such as OIDC, OAuth 2.0, SAML, or NIST 80063.
• Experience working in health information management, provider data, or digital health ecosystems.
• Familiarity with public-sector governance, privacy, and cybersecurity considerations.
• Proficiency with tools including Azure DevOps, Confluence, Miro/Lucid, Visio, and Excel.
• Experience working with solution integrators and large vendor teams.
