Responsibilities
- Single point of accountability for the entire 5-year BPA across all three program offices
- Owns cost, schedule, quality, and the federal client relationship
Requirements
- Bachelor's in Business, Finance, Accounting, or Public Administration (Master's preferred)
- PMP required; CGFM or CDFM strongly preferred
- 12+ years federal professional services; 7+ years as PM on federal FM, CFO-office, or advisory engagements
- Direct past performance managing at least one multi-year federal BPA or IDIQ ≥ $5M annual across multiple workstreams
- Working knowledge of OMB Circulars A-11, A-123, A-136; GAO Green Book; FMFIA
- Experience managing on-call / retainer / IDIQ surge staffing models
- Public Trust minimum; Secret clearance preferred
- NOAA, DOC, Treasury, HHS, or SBA CFO-shop past performance
- Prior PM role on an A-123 assessment engagement
- Familiarity with NOAA OCFO ordering practices and multi-domain federal IDIQs
