Job description

• Abode Property Management, one of the largest and effective nonprofits working to end homelessness in the Bay Area, is seeking a Regional Property Operations Supervisor to oversee supportive housing communities within Santa Cruz, Santa Clara, and San Mateo Counties, and South Bay Subregions.
• The Regional Property Operations Supervisor Region 2, is a key leadership role within the centralized Property Operations HUB, responsible for overseeing day-to-day property operations across a regional portfolio of affordable and supportive housing communities within Santa Cruz, Santa Clara, and San Mateo Counties, and South Bay Subregions.
• This role provides direct supervision and operational leadership to Resident Relations Managers (RRMs) and ensures consistent execution of property operations standards, housing retention strategies, resident experience, and site-level performance based on key performance indicators (KPIs).
• In alignment with APM’s centralized model, this position partners cross-functionally with the Occupancy & Leasing HUB, Recertification HUB, Rent & Revenue Management HUB, and Facilities & Maintenance to ensure seamless service delivery, regulatory compliance, and portfolio performance.
• The Regional Property Operations Supervisor is accountable for operational consistency, staff performance, resident stability, and property condition, while supporting the Regional Director in driving portfolio-wide KPIs.

Responsibilities

• Staff Leadership & Supervision
• Directly supervise, coach, and develop Resident Relations Managers (RRMs) across assigned properties.
• Establish clear expectations for resident engagement, lease enforcement, and housing retention practices.
• Conduct regular 1:1 meetings, performance evaluations, and development planning.
• Support hiring, onboarding, training, and progressive discipline in collaboration with HR.
• Monitor overtime, review, and approve timecards and arrange for staff coverage as needed, including during vacation and holiday periods.
• Ensure staff maintain professional, trauma-informed, and culturally responsive interactions with residents.
• Promote a service-oriented culture aligned with housing best practices.
• Lead regular regional portfolio meetings with RRMs.
• Reinforce cross-team collaboration and open communication culture.
• Model leadership behaviors aligned with APM’s expectations: approachability, accountability, and solution-oriented problem solving.
• Engage with external stakeholders (city, county, partners) as needed.
• Property Operations Oversight
• Ensure consistent implementation of Property Operations HUB policies, SOPs, and service standards.
• Oversee site-level operations including resident relations and issue resolution, lease enforcement and compliance with house rules, and coordination of unit readiness and turnover (in partnership with Facilities and Leasing).
• Monitor operational performance across properties according to key performance indicators (KPIs) and identify risks impacting housing stability or site operations.
• Conduct regular site visits focused on: property conditions, staff effectiveness, and resident experience and environment using resident surveys, the property supervision and performance management tracker and/or other assigned templates/trackers.
• Drive housing retention strategies across the region in collaboration with RRMs and service providers.
• Monitor trends related to evictions, notices, behavioral lease violations, and resident escalations or grievances.
• Partners with supportive services teams and other service providers to stabilize residents and reduce displacement.
• Ensure consistent and equitable application of lease enforcement practices.
• Support Regional Director in achieving key performance indicators, including housing retention rates, occupancy readiness, work order coordination effectiveness, resident satisfaction and complaint resolution timelines.
• Analyze operational data and trends to inform decision-making.
• Hold RRMs accountable for performance outcomes tied to resident relations and site operations.
• Collaborate with centralized HUBs to ensure operational alignment with the Occupancy and Leasing HUB and coordinate unit availability, leasing readiness, turnover timelines, and support smooth onboarding of new residents.
• Collaborate with centralized HUBs to ensure operational alignment with the Recertification HUB and ensure site-level cooperation with recertification processes and documentation.
• Collaborate with centralized HUBs to ensure operational alignment with the Rent and Revenue Management HUB and support rent collection strategies through resident engagement and communication and reinforce accountability for arrears reduction at the site level.
• Collaborate with centralized HUBs to ensure operational alignment with the Facilities and Maintenance HUB and partner on work order completion, unit turns, preventative maintenance, capital needs, and ensure site teams are effectively communicating maintenance priorities.
• Review Yardi data for accuracy/marketing/occupancy reports/housing retention/demographic reports at regular intervals.
• Monitor and provide oversight to ensure compliance with marketing plans, selection criteria, Fair Housing and Landlord/Tenant Laws, VAWA, request for accommodations/modifications, grievance procedures, loan agreements and/or regulatory agreements.
• Oversee collaborative efforts at the site-level during property transitions, new lease-ups, property acquisitions, and rehabilitation projects.
• Financial, Operational, & Asset Accountability
• Collaborate in the development of annual operating and capital budgets, support adherence to approved operating budgets through oversight and approval of site-level expenditures and review of invoices tied to property operations.
• Monitor the approved operating budget and report on variances with staff.
• Oversee the preparation of financial, occupancy and management reports such as rent rolls, annual reports, welfare tax exemption data, demographics, housing retention, vacancy or turnover reports as requested by internal or external stakeholders.
• Recommend measures to improve the fiscal performance of properties, better serve the residents, and/or preserve the physical integrity of the properties.
• Partner with Finance and Rent & Revenue teams on variance awareness.
• Ensure alignment between work completed and vendor payments in coordination with Facilities.
• Conduct routine inspections and at least twice monthly to ensure properties are safe, clean, and well-maintained curb appeal, and units are rent-ready in coordination with Facilities.
• Identify and escalate capital needs and operational risks.
• Support long-term asset preservation through proactive issue identification and the creation of workout action plans.
• Participate in after-hours emergency response rotation as required.
• Support onboarding new properties into the centralized structure.
• Contribute to continuous improvement of policies, SOPs, and operational workflows.
• Attend and complete all required agency training, meetings, and professional development sessions in a timely manner. Demonstrate application of training content to support compliance, operational consistency, and performance expectations.
• Engage with community stakeholders such as police, fire, city, county, and other non-profits to enhance the mission of Abode.
• Perform other duties as assigned.

Requirements

• High school diploma or equivalent (GED) required.
• Minimum of 3 years' experience as a property supervisor in affordable or supportive housing.
• 3 years' experience in direct oversight of a lease-up, acquisition rehabilitation, or affordable housing capital improvement projects.
• Current tax credit certification, CPO/COS or IREM/NCHM designation, or the ability to obtain within 6 months of employment.
• Knowledge of affordable housing regulations, including, but not limited to HUD, Low Income Housing Tax Credits (LIHTC), Ta-Exempt Bonds, HOME, CDBG, SHP, HCD, CHRP, CHFA, MHSA, and AHP.
• Reliable transportation or access to a vehicle is required to work in an office, attend in-person meetings, and offsite events.
• Excellent verbal & written communication, organizational, interpersonal, supervisory, and time management skills.
• Strong analytical and problem-solving skills with meticulous attention to detail.

• Ability to speak, read and write a second language such as Spanish, Vietnamese, Tagalog, or Mandarin/Cantonese preferred.
• Proficiency in Microsoft Office programs, systems, platforms, Smartsheet, and Yardi or other Property Management software.
• Ability to learn and use required mobile devices and business-related applications.
