• The Business Analyst Senior acts as a liaison and system administrator between IT, clients, vendors, the state and DCJ. They coordinate the training, implementation, use, and modification of department-specific and state information systems. They analyze business processes to ensure the information system supports data collection, tracking, reporting, and compliance. They partner with department and state leaders to integrate information systems to improve safety, accountability, service, and quality.

• As a Business Analyst Senior you will strategically partner with DCJ leaders in the role of business process owner, working with customers to integrate information systems as a tool in driving and sustaining safety, financial accountability, service quality and quality improvement in DCJ.

Responsibilities

• Acts as a liaison and system administrator between IT, clients, vendors, the state and DCJ.
• Coordinates the training, implementation, use, and modification of department-specific and state information systems.
• Analyzes business processes to ensure the information system supports data collection, tracking, reporting, and compliance.
• Partners with department and state leaders to integrate information systems to improve safety, accountability, service, and quality.
• Conducts extensive internal and industry/market assessments to identify opportunities to re-purpose, build, or buy technology solutions.
• Prototypes digital products and features, including new builds and vendor integrations.
• Leads cross-functional teams to define, design, build, test and release new software applications, digital products, and website tools.
• Performs requirements analysis and designs the business logic and presentation components of software development.
• Crafts test scripts to ensure comprehensive QA of new solutions before product launch.
• Develops Quality Assurance processes, queries, and reports to monitor consistency in application utilization.

Requirements

• The Department of Community Justice is looking for Business Analysts who can demonstrate expertise in the following areas:
• Conduct extensive internal and industry/market assessments to identify opportunities to re-purpose, build, or buy technology solutions. Recommend solutions to leadership and stakeholders that consistently include clear articulation of the business value to the department, County, and external partners as well as a keen assessment of the solution compatibility with department and County high-level technical road map and priorities.
• Ability to understand a variety of computer information technologies, automated tools, and technology solutions, tools and processes, including data collection, entry and reporting. Provide consultation and analysis of data from multiple sources utilizing approved IT/state system tools.
• Prototype digital products and features, including new builds and vendor integrations. Design and implement new features and design of DCJ website and DCJ Commons. Explore technical feasibility of new solutions with the development team. Collaborate across department, county teams, and agencies to prioritize features for minimum viable products, manage technology/product pilots, including project schedule, phases and milestones.
• Lead cross-functional teams to define, design, build, test and release new software applications, digital products, and website tools. Ensure successful launch of pilot product delivered within expected budget and timeline. Routinely conducts end user testing and training and ensures to gather qualitative and quantitative measurements to guide ongoing product improvement and development priorities.
• Represent DCJ’s vision and priorities to IT/Vendors/State systems as product owner to enhance non- enterprise systems used by department staff.
• Provides and removes DCJ staff access to mission critical apps, to ensure ongoing operations and in compliance with security policies.
• Advanced configuration, administration, and template development for in-house apps.
• Performs requirements analysis and designs the business logic and presentation components of software development. Documents and maintains all requirements and workflow for business processes within DCJ. Provide robust documentation to support on-going product maintenance and expansion of new solutions. Generate routine reports and data requests and other communications to staff, leadership, and external partners to maintain awareness of and engagement in new technical solutions.
• Craft test scripts to ensure comprehensive QA of new solutions before product launch. Coordinate QA testing of new application and/or feature enhancements with vendors, other IT staff and business analysts and end users.
• The ability to utilize IT systems to view, update and add user stories. Troubleshoot problems and provide technical assistance and training to users. Create and maintain testing documentation utilizing IT systems to view, update and add user stories that are in an Agile format.
• Develop Quality Assurance processes, queries, and reports to monitor consistency in application utilization; and review reports to identify data problems for correction.
• Identify Active Directory groups to manage security access to applications.

• Three (3) years professional level evaluative, analytical, and/or planning experience in enterprise software.
• Bachelor's degree or equivalent practical experience.
• Required Knowledge, Skills, and Abilities (KSA) - Working knowledge of criminal justice profession, included but not limited to: Knowledge of adult &/or juvenile criminal justice system requirements, current issues and business practices and processes (for example: LEDS, CJIS, SWIS, DOC, JJIS, or like systems)
• Must pass a thorough background investigation which includes, but is not limited to a review of applicant’s criminal, civil, driving, military, educational and employment history prior to employment.

• Ability to facilitate group sessions and trainings.
• Valid driver's license.
