Responsibilities

• Leading a team to analyze Military Department Disability Evaluation System (DES) and Special Compensation for Assistance with Activities of Daily Living (SCAADL} program compliance with DoD policies, procedures, and other forms of guidance.
• Review new/amended federal laws/regulations, DoD policies and procedures, Military Department regulations/instructions, court rulings, Department of Veterans Affairs policies, and other sources impacting DES and SCAADL policies and operations.
• Analyze and conduct research to determine impact to policy, costs, operations, or other aspects and provide recommendations. Analyze, research, recommend, develop, and monitor the Military Services' compliance with the DES
• Quality Assurance Program. Recommend and provide consultancy on normalizing and integrating Quality Assurance Program (QAP). Review program performance and make recommendations. Develop complete, justified, and actionable draft Personnel Legislation Reviews (PLR); assist in submitting the PLR package.
• Prepare reports and independent analyses related to internal and external DoD requirements, taskers, and/or requests for information. Provide program performance, analysis, and/or research to support the government Inspector General (IG) or GAO engagements.
• Analyze reports on the Military Departments' disability programs and draft the Disability Annual Report. Prepare taskings for the Inspector General. Coordinate with the Military Departments' audit. Assist in developing responses to inquiries from government and non-government organizations.
• Assist with the IDES satisfaction survey, the development/modification of the three survey instruments and submission of survey licensure documentation. Pull MEB and PEB
• Cohort lists and analyze for accuracy and provide raw and cleaned up lists. Update the web-based Compensation and
• Benefits Handbook for wounded, ill, or injured Service members, their families, and caregivers.
• Provide support in preparing briefs and/or provide written reports to senior leaders and staff members throughout DoD, VA, Members of Congress and/or their staffs, and other government and non-governmental bodies who require information related to the DES and other programs.
• Research information, make recommendations regarding topics and presentation approach and assist in developing draft briefings, speeches, talking points, read-ahead packets, and other required material. Assist in research, preparing draft documents and providing final draft products.
• Assist in disseminating program-specific information to relevant stakeholders to include recommending and/or developing new or updating existing program marketing and outreach materials, reviewing materials and assessing the impact of existing communication and outreach products.
• Draft and distribute newsletters and other topic-specific communication tools. Develop or review Communications Plans and make recommendations. Provide in-depth analysis of business process improvement, costing, quality assurance, and compensation strategy.
• Provide support to external bodies including subject matter expertise, supply data and/or statistical analysis, and reviewing draft reports. Review DES and SCAADL program-related training materials and assess. Make recommendations for improvement and coordinate to facilitate development of new/modification training tools.
• Provide DES or SCAADL training to program stakeholders. Assist in the development/review of training materials. Support the Military Departments' management of individual IDES cases. Manage the IDES mailbox, take appropriate action for all non-system generated emails, monitor the need to revise or change the existing DoD SCAADL
• Instruction and forms to include incorporation of interim guidance. Review regulatory guidance to assess their impact on the SCAADL
• Program and propose enhancements to DoD's SCAADL policies and procedures. Review changes to the Department of Veterans Affairs Comprehensive Assistance for Family Caregiver Program to assess their impact on the SCAADL
• Program and propose enhancements to DoD's SCAADL policies and procedures. Draft and assist in the publication of guidance the Military Departments. Oversee the maintenance of office files and record keeping in accordance with National Records Management Program (NRMP) Directive M-12-18. Submit a written Records Management Report.
• Serve as the liaise with the Records Management Division of Washington Headquarters Services to retire temporary records and transfer permanent records to the National Archives. Reclassify or move records.

Requirements

• Bachelor's degree in related field (public policy, political science, public or business administration)
• PMP certified (active) or Lean Six Sigma Black Belt certified
• Has 5+ years' experience supervising or overseeing large groups of personnel
• Quality assurance, initiating policy planning, technical and legislative support skills
• Database, reports/spreadsheets, computer meddling, statistical analysis and records management skills
• 5 years' experience implementing DoD and Veteran Affairs policies/federal regulations, maintaining compliance, and knowledge of DoD disability evaluations program and program regulations (preferred)
