• LMI seeks a Senior Force Management Operations Lead to support a Department of War mission partner J1 in designing and executing a Joint-wide workforce strategy for artificial intelligence, autonomy, cyber, digital, and acquisition talent. The lead runs sourcing actions across the Services, manages the nomination pipeline, develops non-traditional talent pathways, and builds data-driven workforce models aligned to operational demand. The ideal candidate understands both Joint manpower processes and the specialized talent required to operationalize emerging technology.

• This position requires on-site support in Tampa, Florida and an active Top Secret/Sensitive Compartmented Information (TS/SCI) clearance. The position requires periodic travel to supported commands, operational units, exercises, test events, and industry locations.

Responsibilities

• Lead development and execution of an integrated workforce strategy for artificial intelligence, autonomy, cyber, digital engineering, acquisition, and related mission areas.
• Translate Joint Staff and supported office mission requirements into manpower demand, skill requirements, position descriptions, sourcing priorities, and workforce readiness measures.
• Coordinate sourcing and nomination actions across the Military Services, combatant commands, Joint organizations, government agencies, and other mission partners.
• Manage the end-to-end nomination pipeline, including candidate identification, screening, stakeholder coordination, selection support, onboarding, and integration tracking.
• Establish and sustain non-traditional talent pathways, including Intergovernmental Personnel Act agreements, industry exchanges, fellowships, temporary assignments, and other approved mechanisms.
• Maintain an authoritative inventory of assigned and available talent, critical skills, projected gaps, vacancies, and succession requirements.
• Develop workforce models and dashboards that align personnel capacity and skill mix to operational problem sets and forecasted demand.
• Prepare workforce assessments, decision papers, staffing recommendations, and senior leader briefings.
• Coordinate with J1, J3, J8, J9, Service personnel organizations, and functional leaders to resolve manpower and talent integration issues.
• Develop governance, standard operating procedures, performance measures, and operating rhythms for workforce sourcing and management.
• Monitor workforce integration, retention, utilization, and readiness; identify risks and recommend corrective actions.
• Represent LMI and the supported office in workforce planning sessions, talent forums, and cross-organizational working groups.

Requirements

• Bachelor's degree in human resources, workforce analytics, business administration, public administration, operations research, management, or a related field, or equivalent education and experience.
• Eight or more years of experience in force management, manpower, personnel operations, workforce planning, talent management, or a related Department of Defense function.
• Active TS/SCI clearance.
• Experience supporting Joint, Service, combatant command, or Special Operations Forces manpower and personnel processes.
• Experience developing workforce requirements, skill inventories, staffing models, sourcing strategies, and senior leader recommendations.
• Experience coordinating personnel actions across multiple organizations with different authorities, timelines, and priorities.
• Ability to analyze workforce data and convert findings into decision-ready products and executable actions.
• Strong understanding of headquarters staffing, nomination, onboarding, and personnel integration processes.
• Exceptional written communication, briefing, facilitation, and stakeholder management skills.
• Ability to lead through influence and maintain accountability across a distributed network of contributors.
• Experience supporting the Joint Staff J1, a combatant command J1, or a Service manpower and personnel headquarters.
• Experience building talent pipelines for artificial intelligence, autonomy, cyber, data, digital engineering, or acquisition professionals.
• Experience with Intergovernmental Personnel Act agreements, industry exchange programs, fellowships, or other non-traditional staffing mechanisms.
• Graduate degree or professional certification in human resources, workforce planning, analytics, project management, or force management.

• The target salary range for this position is $148,301 - $255,653.
